At today’s session, the Government adopted the proposal for the amendment of the Law on Protection of Animals, which envisages the abolition of hen breeding in cageswith the state announcing assistance to breeders in the transition to alternative breeding methods. It also envisages mandatory chipping of cats and a changed way of financing shelters, where animal foster care is introduced, among other things.

The government adopts a proposal for the amendment of the Animal Protection Act, provides for quite a few new measures that want to address the most problematic areas that have been detected in recent years, State Secretary at the Ministry of Agriculture, Forestry and Food said at a press conference after the government session. In the area of ​​breeding animals, the proposed amendment to the law, among other things, provides for a ban on the use of cages in the breeding of hen.

After disclosing the conditions at one of the farms last year, they received a lot of citizens’ initiatives to ban such breeding type, Knez explained. « We examined the situation and found that there are breeders who still breed hens in cages, 34 in Slovenia, that the proportion of these eggs in the Slovenian market is low, and that we generally have egg self -supply high enough, that is above 94 percent, » she said.

They also examined the movement of egg prices from the barn and from the battery breeding, and found that there were no major deviations. Therefore, they estimate that this prohibition will not result in any shocks on the market and problems in providing eggs.

The prince stressed that the state will co -finance 80 percent of the costs for the transition to alternative breeding. They will have a three -year transition period for this passage.

The proposed amendment also provides for the castration of live piglets. Since 2004, piglets until the age of seventh can castrate the breeder without the use of any medicines. Based on veterinary opinions, the competent decided to return this jurisdiction to veterinarians who would perform castration using analgesics and anesthesia.

The proposed amendments are also regulated by exotic or wildlife. The expert committee will prepare a list where there will be animals that can also be owned by citizens and natural persons. All other animals will be subject to a ban on possession, except for zoos, breeders and shelter.

The amendment also regulates the custody of the breeding animals after the death of the owner. According to the current legislation, this was not regulated and there were problems due to long hereditary procedures when there was no appropriate animal administrator after the owner’s death. Now the Food, Veterinary and Plant Protection Administration will be assigned a guardian who will take care of these animals during that time.

The amendment to the Law on Protection of Animals also provides for several measures to help the shelter to help. Among other things, they propose a change in the method of financing the shelters.

According to Knez, on the basis of the new legislation from the first to 60 days, the care of the animal will have to cover the municipality. Between 60 and 180.

It is also envisaged to introduce the possibility of animal foster care. The shelter will be able to agree with a natural person who fulfills all the conditions for the animal to be taken to foster care for a fixed period.

The next measure, which is closely linked to shelters, is mandatory to chipping cats. “Every year there is a problem of abandoned cat puppies as well as adult cats in shelters. That is why we have decided to go into more concrete measures in this area in terms of prevention, « said Knez.

Mandatory cats will be arranged in the same way as dog chipping. Penalties for unpaved cat owners are not scheduled for startups, according to Knez, they have decided to stimulate positive stimulation, and for 18 months the country will co -finance the chip of cats to owners.

The proposed amendment also envisages the abolition of compulsory quarantine dogs of unknown origin in the shelter. Current legislation provides for any unpaved dog that is found in the shelter for three weeks, which, according to the competent shelters, caused the costs and filling of the city.

The amendment also envisages that the state will allocate certain funds, especially for the construction of new municipal shelters and for the renovation of all shelters. According to Knez, the European Regulation on the well -being of dogs and cats is coming, which will significantly raise the standards of installing animals in shelters as well.

The proposed amendment also prohibits the sale and marketing of unauthorized traps for hunting, limits the use of dog cages in dwellings, prohibits the donation of animals at events, introducing compulsory education for violators of the law and assigning several powers and duties to inspectors.

The proposed amendment also provides for the possibility of withdrawal and complete prohibition of owning all animals in the case of torture of one animal and higher fines for violators.
