Gjorgjievski: By the end of this month, the mayors to provide transcripts of facilities
By the end of this month, all mayors should provide security minutes for schools, kindergartens, sports halls and all cultural institutions under their jurisdiction and share them with the Government, a joint coordination meeting and the public, informs the Mayor of Kisela Voda and the President of the Municipality of the Municipality of Kisela.
Regarding the controls in the facilities that started the tragedy in Kocani, in the area of security, whether they own a hydrant network, Gjorgjievski said that some of the municipalities are already acting.
– All those who found that they had a malfunctioning network, but not a large number of such facilities, there were certain who did not meet, and ZELS’s conclusion is that in most cases, I take into account my municipality, with signatures confirmed by all experts who participated in the process that there are complete documentation, fire and fire. Such transcripts should be provided by all mayors by the end of this month, both for schools, for kindergartens, and for sports halls and all the cultural institutions under their jurisdiction and to share them with the Government, at a joint coordinating meeting and the public – explained tonight in Televa.
It informs that certain anomalies have been established, which, he said, are not unprecedented, which cannot be adapted in the next few days.
– Most often these are buildings that are built by some standards. Like eg. In the Municipality of Centar, kindergartens are built by standards of SFRY, where it is recommended that the manger be on the second floor, and the new rulebooks should be on the first floor. All this is considered as one of the conditions that the kindergarten is currently needed. In the coming period, the mayors will have to adapt, ie to intervene in those parts where the conditions are not met- Gjorgjievski underlined.
They have been established, as he said, anomalies in the elderly homes and added that there will be a period of adaptation to be acted in the coming period in which they will have to meet the conditions.
Gjorgjievski warned that the existing system is based on the discretion of inspectors, rather than legally defined deadlines for action. He emphasized that a legal change is needed to order mandatory inspection controls, especially for public interest facilities such as kindergartens, schools and gyms.
– In our country, in my opinion, there is a change in the law in the section each must act in a certain period of time. This also applies to the inspection services. It is now unfortunately left to the inspector’s goodwill. Who with whom he knows, and who the sooner you can get a certain confirmation of approval, etc. Very often this has been discussed in the past, whether such a situation should have happened to come out in extraordinary controls, in all public buildings- added Gjorgjievski.
According to him, the safety of public buildings must not depend on goodwill, but on systemically defined obligations.
