Perpetrator and victim identified

The police immediately started an investigation on Friday, after the video popped up. She asked tips through the press. There was a lot of response. « In the meantime, we have been able to identify both the perpetrator and the victim, » says Eline Goeminne of the Oostendse police. « The investigation into the facts is still ongoing. »
