« Garden Ring » will take up housing construction in Mariupol

The developer « Garden Ring », founded by State Duma deputy Sergei Kolunov, will take up the construction of housing in Mariupol. In the planned projects, the company can invest more than 3.5 billion rubles, helping 7 billion rubles from the sale of apartments in them. The group will become one of the first federal developers openly working in new territories. Developers are afraid of sanctions, but their expansion will become more active.

The Garden Ring Group of Companies will take up the construction of commercial housing in Mariupol in the DPR, they told Kommersant in the company itself. The first project will be a nine -story building on Artem Street (4.3 thousand square meters) in the central part of the city, which is planned to be completed in 2026. In total, the developer will develop eight sites, also located on Shevchenko Boulevard in the center and Avenue of Admiral Lunin in the Primorsky district, where 72.8 thousand square meters can be built together. m housing. This land is leased by individuals, specified in the « Garden Ring ». Their names and the size of investment in projects in the company did not bring.

The Garden Ring group was founded by Sergei Kolunov, who has been a State Duma deputy since 2021. The company is building housing in Kazan, Ufa and Moscow Region Krasnogorsk. According to her own data, the total development portfolio of implemented projects reached 1.3 million square meters. m. The current volume of construction, according to our Dom.rf, – 269 thousand square meters. m. The Garden Ring also owns the elevator plant in the suburbs, which belonged to the Su-155 (see Kommersant on May 26, 2022).

The managing director of Metrium Ruslan Syrtsov evaluates the potential volume of investments in the projects of the Garden Ring in Mariupol of 3.6 billion rubles. Revenue from the sale of apartments can amount to 7 billion rubles. But part of the costs of the developer, according to the managing partner of Penny Lane Realty, Andrei Sado, can compensate for state support. He does not exclude that developers and preferential, including interest -free, loans will provide developers in new territories. Plots can also be provided for free or on preferential conditions, the expert believes.

According to the Ministry of Construction, now 24 developers who have received construction permits work in the new regions. The Garden Ring is not the first federal developer in the DPR, but the first to publicly announce this, ”says Kirill Kholopik, head of the apparatus of the National Association of Housing Developers. The company « Yugstroyinvest », which is building in Rostov-on-Don, Krasnodar and other cities in the south of the country, does not hide its participation in projects in Mariupol.

Large developers are massively afraid to go into new regions due to difficulties with logistics, says Mr. Syrtsov. Until recently, the work of Roskadastra and Rosreestr was also not fully established here. Some companies, according to the expert, are afraid to fall under Western sanctions.

But participating in the restoration of new territories, the business solves a strategic problem set by the Government of the Russian Federation, and Andrei Sado recalls. For this, according to him, he can receive bonuses and benefits. The expert draws an analogy with the World Cup in 2018 and the Sochi Olympics in 2014: participating in the construction and reconstruction of facilities for the company's events in good accounts with the authorities.

Housing in new territories is in demand, in particular, due to a preferential mortgage at 2%, says Kirill Kholopik. Among the buyers, according to Mr. Syrtsov, are mainly visitors, but there are local residents who want to improve housing conditions or rent apartments. According to our Dom.rf, 176 thousand square meters are built in new territories. m of housing, of which only 16%are sold. In the whole Russian Federation, the share of sold – 32% of the primary supply.

The experience of Crimea shows that it takes several years to launch the housing construction conveyor, recalls Cyril Kholopik. As soon as the first implemented projects appear, the rest of the market participants follow them, says Andrei Sado. Ruslan Syrtsov calls the further exit of federal developers to new territories an inevitable process.
