Exams center for driving permits of the General Directorate of Traffic (DGT) in Móstoles (Madrid).Samuel Sanchez

The high number of motorists killed on the roads – one out of four deaths in traffic accidents – has motivated that The General Directorate of Traffic (DGT) being implementing measures directed directly to the two -wheeled sector. If last year he took out the roads camouflaged motorcycles of the Civil Guard Traffic Group, This year he has decided to harden the exam to obtain the driving card of class A – that of the largest vehicles. The Official State Gazette (BOE) today publishes the modifications in this test, which includes giving priority to training in the practices in streets and roads, especially conventional ones – which have only one lane by sense of circulation. They will also be formed in the use of the airbag and in the driving aid systems for motorists (the sals).

In 2023 – the last year with the global data – died on the roads and on the streets 1,806 people, of which 485 circulated in motorcycles or cyclomotor. Of these, 70% occurred in interurban roads, mostly conventional roads. One in three owned class A permission, according to DGT sources. They can only access this permission, people over 20 and who are two years old in the A-1, which enables motorcycles up to 53 kW of power (about 47 hp). Then they have to access a course to obtain permission from class A. According to traffic, the problem of these drivers can use motorcycles of any displacement, which allows them to reach high speeds, and that they are the most common in mortal claims recorded in recent years. Hence, the modification of the course seeks to raise awareness about both facts and on the causes by which accidents occur.

The main novelties collect that there are greater number of opened road hours in front of the closed circuit formation. Traffic maintains that drivers, having at least two years of the A1 permit, already have skills in the closed circuit maneuvers. There will be three hours of theoretical knowledge, two in circulation in closed circuit and four others open to general traffic. Of these last four, at least two will be developed on conventional road, where they occur most of the mortal accidents of motorists. It will also be mandatory to use the airbag for both drivers and teachers. The measure is intended that bikers see that their use is convenient, since it protects the most critical areas of the thorax, an area in which 35% of deceased bikers and more than 25% of hospitalized motorists suffer injuries, according to the DGT.

The theoretical part will include the dissemination of driving aid systems for motorists (grief) and the technical assists that incorporate motorcycles. It can be done online, by telephone or in a virtual classroom. The contents of the new mobility are also updated and the main risk factors and the protection of the most vulnerable users of the roads –peatones and cyclists, especially. Teachers will have to follow students during urban and road practices, which will be in groups of a maximum of three students per teacher. This number is increased to five closed circuit applicants.

Once the course has been exceeded, which must be accredited by the center that has been taught, its holder may request from the General Directorate of Traffic the permission of class A. The entry into force of these modifications will be on July 1, 2025.

Safe and efficient driving

The BOE also publishes the new safe and efficient driving courses, which will allow The drivers recover two of the driving card points. So can people who want to recycle their knowledge. There are two modalities: one for cars and one for motorcycles and cyclomotor. The latter includes, in turn, two options: safe and efficient driving courses in urban zone and another for conventional road.

The objective is to train drivers in techniques aimed at avoiding accidents, preparing the driver to solve danger situations, adopt good practices in driving and equipment and always avoid sports driving. The holders of a valid and in force that enable them to conduct the aforementioned vehicles, provided that at the time of their realization they keep a positive balance of points will be able to conduct these courses.

Once the course has been exceeded, it will be bonus with two additional points up to a limit of 15, with a maximum frequency of one course of each type every two years. Each course will have a minimum duration of six school hours, with theoretical training and practical training of maneuvers and circulation and can be performed in one or two sessions.

The theoretical part, which will have a minimum of an hour and 45 minutes, can be distributed throughout the sessions, interspersing it with practical training. Of course, half an hour must be taught at the beginning of the course and another half an hour at the end of it by way of conclusions.

The practical training will last four hours and 15 minutes and will be carried out both in a closed and open circuit to the circulation. The entry into force of these safe and efficient driving courses will be twenty days of its publication in the BOE, that is, within a month.
