Košice. A 50-meter steel skeleton protrudes from behind the historic building of the Košice County. The demolition work at the former tax office on Garbiarska Street started a year ago. The owner, IH Real Estate, has two building permits in his hands. She announced her intention in 2019. A year later, she received permission to remodel the 13-storey main building, the current skeleton. It will be used for administration and civic amenities.

The second permit from 2023 is addressed by the construction of a six -storey multifunctional building just next to the standing building. Previously there was a parking lot. On one underground floor, five above -ground and sixth retreated were apartments, commercial operation on the ground floor and parking with a capacity of 125 stands.

The use of the new building wants to modify the investor. In March this year, the building authority applied for a change of the construction before its completion. At first glance, the next multifunctional object should not look different.

Instead of parking apartments

As it follows from information from the Košice building office, changes may occur in its functional use. The building can be deepened by one underground floor, serving as a parking lot. Originally intended parking spaces on the second and third floors, according to the current requirement of the developer, should replace the apartments.

The parking lot should be on the first and second underground floors. The parking capacity for both buildings from 125 to 96 seats should also change. The building authority responds that the conversion of static transport is based on the changes proposed in new building.

He added that the project documentation was drawn up by the responsible designer in accordance with the applicable technical standards. « The building authority does not control, it does not question such calculations. » He added that he had not yet issued the permit to the developer.

IH Real Estate does not communicate its intention. « The application in question is in the process of processing, we will only comment on your questions after receiving the opinion, » said Eva Nemergutová for the investor.

The expected date of completion of the work is scheduled for 2026. The construction work is carried out by Chemkostav.

Ih Real Estate stated in 2022 that as soon as they obtained a valid building permit for a multifunctional building, they would start construction itself. Ih Real Estate also stated that the shift in the initially planned dates was delayed by a pandemic.

As the housing fell in the clouds

IH Real Estate has owned a property since 2018 when it bought it from Atomia Invest. At that time, the prize was not given by any of the parties.

However, the amount paid by Atomia Invest to the State in 2016 is known. It was a price of 1.54 million, which represented 70 percent of the expert value of this assets.

At that time, the building was only sold after several unsuccessful experiments, which dropped its price.

The state included a property on the list of surplus assets in 2012 after moving the tax office to private premises on Development Street.

Atomia Invest was planned to rebuild an administrative building to an apartment building with a higher housing standard. The project called « Skyone » was originally supposed to contain 55 apartments and 80 parking spaces.

Later, the developer considered a more modest intention. It cut out the exterior terraces and new loggia, one of the three lifts, and the number of apartments was also reduced by 14. However, Atomia Invest finally dropped the intention. The reason was the increase in the prices of building materials and works.

Radic’s problems

The building is part of the well -known case from the time of the government of Iveta Radičová (at that time SDKU). The state has included a property on a list of surplus assets after moving the tax office to private premises on Development Street.

It was this lease that caused problems in the coalition. The Tax Directorate then decided to conclude a building lease contract for tax authorities in Košice with the company Nitra Invest, owned by the chairman of the District Organization SDKU-DS Ondrej Ščurka.

The opposition described this as party clientelism and boss Direction Robert Fico He asked Radic’s head for this. Radičová called on the then General Director of the Tax Directorate of the Slovak Republic Miroslav Mikulčík to accept political responsibility.
