From March 1, drivers have been waiting for new rules for registering cars in the traffic police. It will be possible to register the vehicle without compulsory motor liability insurance, and it will be deregistered immediately after the purchase, if the contract of sale is concluded on the Public Service portal. But it is now impossible to stop registering a car for no specific reason: in this way the traffic police intends to fight citizens who specially deregister the car from the register so as not to pay transport tax and fines from cameras.
The amendments in force on March 1 are laid down in the new edition of the Federal Law “On State Registration of Vehicles”. Detailed explanations were given by the head of the Russian traffic police department Roman Mishurov, speaking on the air of Radio KP.

Citizens who have concluded the DCP on the Public Service portal or envious it at a notary public will be able to take advantage of the new option of “quick” deregistration. If the contract is concluded in simple writing, then you have to wait ten days, as before. The « public services » also first introduces an electronic power of attorney to represent interests in the traffic police.
From March 1, it will not be possible to stop registering the car at the request of the owner, now this is needed for this: the car must be in theft or sold.
Some citizens took the opportunity to freely terminate registration so as not to pay transport tax and avoid responsibility, Roman Mishurov stated. The penalty for driving by car deregistered, we will remind, is 500-800 rubles. Repeated violation threatens with deprivation of rights for up to three months. One of the well -known examples of such violators is the popular blogger Edward Bil: after a scandalous accident in April 2021, it turned out that he regularly drove the speed on an unregistered car and did not receive fines from cameras.
To resume accounting, now you need to present a car in the traffic police for inspection. The same duty was introduced for the owners of old cars, the documents for which were issued before 1993 – if the owner restores the lost (usually still Soviet) documents and wants to receive a new TCP.
According to the traffic police as of January 1, 2025, 67.5 million vehicles were registered in Russia (2.8% more than a year earlier), including 52.9 million cars, 6.9 million trucks, 3.6 million trailers and 0.8 million buses.
Another innovation – Checking the payment of utilsbor (payment that is paid for the import of a car in the Russian Federation) when registering a car. Recall that if the car is imported from abroad for personal use, the owner pays for utilsbor for a “preferential” rate (for individuals 3.4-5.2 thousand rubles), but during the year he is prohibited from reselling the car. If the machine is initially imported for resale, then the utilsbor must be paid in full (depending on the engine power) for tariffs for legal entities. From March 1, the traffic police will request data from the Federal Customs Service: if a fee is paid at a “preferential” tariff, then registering a car for a new owner is impossible within a year from the date of import. However, the option with the sale of a car is still possible – it will be necessary to pay the rest of the full fee.
Vice President of the National Automobile Union Anton Shaparin notes: buyers of cars imported in the Russian Federation often do not know how much the utilsbor for the car was paid during import. “It must be borne in mind that checking the payment in the traffic police can bring a lot of surprises to unsuspecting people. All this will be found in the traffic police, where they refuse to register, ”he says.
