Founder « Vostok-design » was convicted of clock fraud for « Warron »
In Moscow, a sentence was sentenced to Eduard Kogtenkov, the head of the FSCh East Design company, and his subordinates. All of them are found guilty of fraud in the supply of the Ministry of Defense of the large batch of army watches, which are included in the warfare “Ratnik” combat equipment. Instead of Russian components in products, cheaper foreign were used, as a result, the military department caused damage by more than 1.3 billion rubles. Two defendants received conditional terms, the rest – from six to nine years of the colony.
In the Lublin court of the capital, the process in the criminal case of the founder and general director of the Factory of Special Watch “East-Design” Eduard Kogtenkov, his deputy Alexei Gasanov and Dmitry Algin, the chief accountant of Emma Lepina, as well as Alexander Somov and Larisa Teterina, ended. All of them were accused of fraud, committed on an especially large scale (part 4 of article 159 of the Criminal Code of the Russian Federation).
The criminal case was opened by the Investigative Department of the Ministry of Internal Affairs in 2021.
Based on the materials of the investigation, in the period from 2014 to 2020, the company performed four state contracts for the supply of more than 190 thousand army watches for the Ministry of Defense, which were intended to include them in the warfare “Wrennik” combat equipment. According to the terms of contracts and special technical requirements, the products were said, the products should have been made from domestic details. However, according to investigators, in fact, the products contained Chinese -made components.
“Thus, the participants of the organized group fraudulently took over the budget funds of the Russian Ministry of Defense in the amount of more than 1.35 billion rubles,” the case says.
As Kommersant previously reported, Eduard Kogtenkov was detained in September 2021, and the Tver court of the capital chose him a preventive measure in the form of detention, despite the fact that the defendant at that time was 72 years old. Subsequently, the term of arrest was extended.
A native of Azerbaijan Eduard Kogtenkov is a person with a remarkable biography. He graduated from the Kharkov Higher Military Aviation School, served in the Turkestan military district, and in 1980 he was in Afghanistan for several months, where he performed about 30 sorties, being a commander in Bagram. Subsequently, he graduated from the Military-Political Academy and was in different positions mainly in political departments or DOSAAF, and left the army in 1997 by a colonel. The Factory of Special Watch « Vostok-design » was headed in 2005. In addition, he was listed as the general director of ANO « Federal Organizing Committee for the celebration of memorable dates of the Fatherland. » In this capacity, he repeatedly visited Syria, receiving the Ministry of Defense medal for this.
In the summer of 2023, the investigation was completed, the Prosecutor General of the Russian Federation approved the indictment, after which its representative supported the charge in the Lublin court. The process started in July 2023. As a result, the court found all the defendants guilty.
The longest term – nine years of colony with a fine of 1.5 million rubles – received Mr. Kogtenkov.
Somov and Gasanov were sentenced to eight years in prison and fines in the amount of 1 million rubles. every. The defendant Algin is scheduled for six years and 800 thousand rubles. Fulfillment. Teterina and Lepin were punished conditionally with a trial period of three years and were fined for 500 thousand and 300 thousand rubles. respectively.
