For the first time, municipal real estate tax notifications have been sent electronically by post / day

By the end of February 2025, Latvian municipalities have prepared 1,044,496 RIP payment notifications for natural persons-most of which were already electronically delivered, of which 27 % were delivered in e-mail and 25 % in emails. The other residents still received these notifications by mail, creating additional expenses for municipalities. The number of notices sent by mail in Latvia and abroad has decreased by 27 %during the year.

“The actions of the population are welcome by applying for the announcements of the RIP payment electronically. For the first time since this topic has been updated, we see that the statistics are so positive. Municipalities' informing and motivation activities also play an important role in the growth of electronic notifications. Our observations show that, along with the rise in the tariffs of Latvijas Pasts, municipalities called on residents to register electronically for payment notifications, which has produced obvious results – the number of electronically delivered NIN payment notifications has increased significantly. This has not only made it possible to compensate for the rise in the significant tariffs of Latvijas Pasts, but also to save several hundred thousand euros for Latvian municipalities. It is pleased to have achieved, but it is even more important not to stop and continue to use digital capabilities to further increase the proportion of Nin payment notifications electronically supplied next year, ”says Edge Gee, developer and director of ZZ Dats.

It can be seen that the e-mail is increasingly being used, where municipalities have sent almost half of the announcements this year than last year. It should be noted here that if the owner is already receiving an e-mail announcement for the RIP payment, after the e-mail registration, they are only automatically sent here.

New Municipalities are attracted to leaders

In 2025, more than half or 52 % of municipalities exceeded the symbolic 50 % border in terms of payment notifications sent electronically to the population. Last year it only succeeded in Adazi, Kuldīga, Ogre and Olaine districts.

This year, even more than 60%of the RIP payment notifications were sent electronically in some municipalities – 67.5%in Adazi county, 64.6%in Kuldīga county, 63%in Tukums county, 62.3%in Olaine county, 62.2%in Preili county, 61.5%in Marupe county, 60.3%in Saulkrasti county. The least – 32.8% of RIP payment notifications were sent electronically in Rezekne County. Meanwhile, the percentage of the fastest increase in electronically sent RIP payment notifications this year, compared to last year, is 42%in Tukums district and South Kurzeme region.

Citizens receiving RIP payment notifications in mailboxes are invited to apply for further receipt of it electronically, providing the possibility to invest the saved money to invest in development. ZZ DATS has been raising this issue for several years, stating that the preparation and delivery of RIP payment notifications to Latvian municipalities cost more than one million euros a year. Calculations show that medium -sized municipalities cost about twenty thousand euros a year to send out the payment notifications of the RIP.

Information in the preparation of information was used on natural persons of Latvian municipalities until February 26, 2025, the RIP payment notifications sent.

Any natural person can apply for a RIP payment notification electronically within minutes at www.epakalpojumi.lv and save budget funds that the municipality could channel to other purposes:

1. The real estate owner needs to authenticate at www.epakalpojumi.lv using Internet banking or e-signature authentication tools.
2. In the « Real Estate » section à « Email and SMS application » need to specify the municipality, e-mail address and mobile number. By specifying the mobile phone number, it is possible to apply for SMS reminders on the approach of RIP payment.
3. Confirm the correctness of the entered email address by opening the link in the received e-mail address confirmation notification.

For natural and legal persons, there is no need to take any additional activities when activating the official e-mail and the municipality will automatically send the real estate tax notice to the official e-mail next time. If the owner does not have electronic authentication tools, the application may be completed electronically at the municipal customer service centers. If the resident owns several properties in different municipalities, each municipality must submit an application separately.
