For regions, typical solutions have been developed to launch services on « public services »
The analytical center (AC) under the Government and the Ministry of Economy developed the first typical solutions for the regions to conclude the “State Services” of services built on the principle of “life situations”, told Kommersant in the Secretariat of the Deputy Prime Minister Dmitry Grigorenko. The authorities expect that “standards” – algorithms of actions, sets of recommendations and tools – will save the financial and labor costs of the constituent entities of the Russian Federation. To date, three typical services have been approved: “admission to the 1st grade”, “career guidance of schoolchildren” and “providing land plots”. The list will expand.
In order to speed up the implementation by the regions on the portal of public services of a new generation of services built on the principle of “life situations”, the AC under the government and the Ministry of Economy developed special typical solutions. They are an algorithm of actions, a set of recommendations and tools, using which the constituent entities of the Russian Federation will be able to reduce financial and labor costs. It should be noted that the improvement of services and services, including their unification on the principle of “life situations”, which people and organizations face, has a high priority for the government (see “Kommersant” of March 17). To date, three typical decisions have been approved: “admission to the 1st grade”, “career guidance of schoolchildren”, “the provision of land plots”. As emphasized in the apparatus of Dmitry Grigorenko, they help scale successful regional practices for other constituent entities of the Russian Federation.
Recall that the work on the “assembly” of public services in packages that cover all the needs of citizens in the framework of specific life situations is carried out as part of a separate federal project “State for People” (curator – Dmitry Grigorenko), its main phase has been implemented since 2023. FP is not part of the national projects and is one of 42 initiatives that the first government of Mikhail Mishustin worked on to supplement the system of national projects with specific and tangible results for people. To date, 34 such services have been launched; from 2024, regional services are also implemented (now there are 157 of them). It is expected that until the end of 2025 70 federal and 425 regional services will work significantly simplifying the receipt of public services by reducing the time, necessary documents and the number of visits to the department.
When creating typical solutions of the AC and the Ministry of Economy, they took into account the proposals of the regions about which the launch of which services is the most relevant, the Deputy Prime Minister says in the secretariat. A typical solution contains recommendations and “hints”, how to quickly and easier to implement the service, adds the interlocutor “Kommersant”. In particular, it contains instructions for the use of landing designers – the pages of the regional service on the “public services”, which allows you to fill out blocks in accordance with the specifics of the provision of services by the subject of the Russian Federation, and targeted notifications.
Recall that in 2022, the Ministry of Construction of the Services presented the “visual designer of services”, which allows departments and regions to design services on “public services” on the principle of “Lego” and, accordingly, accelerate their commissioning, as well as to significantly reduce their budgets for IT development (see “Kommersant” dated June 24, 2022). The creation of typical solutions for the “Life Situations” services continues this work and corresponds to the introduction of uniform views on the construction of public services with focusing to meet the real needs of the population.
“At this stage, the regions may have its own specifics of the provision of services in electronic form, and approaches to the implementation of the“ life situations ”services may vary. The regions need to have a clear algorithm of actions, be guided by uniform standards, so that access to these services is convenient and a person does not have to look for how to implement his request on different portals. For this, standard solutions have been created as methodological support for the regions, ”the Deputy Prime Minister noted.
