Football: Landtag decides stadium alliance: Expert Council is intended to reduce police costs

From the coming season there will be a new obligation for the Bavarian clubs: Before home games, stadium alliance should help to assess the number of security forces necessary. This provides for a decision by the Bavarian state parliament after an application by the Greens faction. In this case, a stadium alliance understands a regular exchange between emergency services such as the police, the municipality, the association and the active fan scene, which is represented by fan projects and speakers. The model has been around in Baden-Württemberg since the 2017/2018 season, and in Bavaria there have been comparable pilot projects at FC Bayern and Jahn Regensburg since 2022.

The aim of the project is to achieve constant security for fewer police hours and thus falling costs. This has been achieved in Baden-Württemberg: In the first season after the introduction of the alliances, 25,000 fewer police lessons were recorded during games in the first three football leagues. Max Deisenhofer, who is a sports policy spokesman for the Landtag Greens, welcomes the step: « This is a long-term demand for the Greens, which leads to less police costs with constant security. » At many locations, such as in Augsburg, there is already an exchange of the positions that are required in the stadium alliances – now this procedure is now being prescribed in general.

The Bavarian clubs are not involved in the costs of risk games

A second decision of the Bavarian state parliament also ensures planning security for the clubs: According to this, the Free State will not charge the clubs to pay risk games. This is a reaction to the decision of the Federal Constitutional Court from January that the state of Bremen had obtained. According to the federal judges, it is generally possible to involve the participating clubs in the costs. Individual federal states continue to check this option – Bavaria just not.
