Fixing violations of traffic rules of chambers per year became 10% more
According to the results of 2024, the total park of road cameras in Russia exceeded the threshold of 30 thousand, increasing by 10%. The relevant data was published by the Scientific Center for Road Safety (NC BDD) of the Ministry of Internal Affairs of Russia. With the help of complexes, more than 236 million violations of traffic rules were identified. Some of the devices that got into the police reports can be disconnected and not to work at all – the regions do not have funds for the dismantling of equipment, experts say.
The NTC of the BDD of the Ministry of Internal Affairs of Russia published an information and analytical review for 2024, which contains an analysis of the current state of system fixation systems. The total number of road chambers over the year increased by almost 10%, reaching 32 thousand. Thus, the growth rate of the park of complexes doubled compared to 2023. Together with the number of cameras, the number of violations identified by complexes (see schedule) is growing, according to the results of 2024, it amounted to 236.6 million.
The park of mobile cameras (we are talking about the complexes that stand on the sidelines of roads, on the driver’s slang are called “tripods”) decreased from 3.1 thousand to 2.9 thousand. This trend has been observed from 2021 and is explained by the gradual refusal of regions from such devices due to the complexity of coordination of the installation. The number of mobile cameras (in particular, tablets for parking control), on the contrary, is growing.
The growth of the number of road chambers occurred against the backdrop of tightening the rules for their installation. From September 1, 2024, amendments to the Law « On Roads and Roads » have been earned.
In particular, a closed list of locations for complexes (including the dedicated stripes, foci of accident rate, intersections, road works, areas, etc.) and the rules for coordinating their installation from the traffic police were installed. The regions, as Kommersant reported, were forced to disable and dismantle part of the cameras due to inconsistency with new requirements. As a result, the increase in the number of fines made using road cameras slowed down and at the end of the year amounted to a little more than 7%, although in past years he reached 20% (See “Kommersant” from February 10).
Not every camera that has fallen into the statistics of the Ministry of Internal Affairs works and is involved in fixing violations, “many complexes, even being disconnected from the system, continue to remain in their places and go to statistics, since their dismantling requires additional expenses that are not always provided for in the budgets of the regions”, the group of chambers in a number of regions draws attention.
Of particular concern among experts of the company causes the technical condition of the park of complexes: about 30% of the cameras on the roads are “morally outdated” and do not meet the standards. “Half of the equipment has been operated for five to seven years, and a significant part of them-more than seven years,” say in Urbanthekh. “Such complexes have limited functionality (record mainly speed and marking), have a high measurement error, frequent passes of vehicles and do not provide the proper level of road safety.”
The head of the People’s Front working group to protect the rights of motorists, Petr Shkumatov drew attention to the fact that in the zone of control of chambers, where the speed is limited to 70 and 90 km/h, an accident with a high severity of the consequences occur – these data are given in the review of the NC BDD. “Most likely, this means that in these places – as a rule, on suburban routes – the speed is underestimated artificially and motorists, seeing a sign and camera, begin to slowly slow down or rush along the road,” Mr. Shkumatov suggests. “This often leads to accidents and various unpleasant situations. Unfortunately, there are still a lot of such incomprehensible, illogical and dangerous restrictions on the roads. Moreover, the authorities have long promised to deal with this problem. ”
According to the results of 2024, a ten percent increase in accidents is observed in the places of work of road cameras, while in Russia in Russia the accident rate was reduced by 0.3%. The reasons for this in the review of the NC BDD are not explained.
In the national project “Infrastructure for Life”, which started on January 1, 2025, an annual increase in the number of complexes by 400-500 pieces on regional, federal and local roads was laid. Against this background, the authorities are discussing the expansion of the functionality of the cameras, including by including automatic inspection of OSAGO according to the machine number with a fine to the car owner. This was said, in particular, at a meeting of the Presidium of the State Council on April 15 on the development of infrastructure for life.
