Fees not paid for 1,272 billion, only 100 are collected. The doubts of the MEF on new scrapping
The Finance Commission of the Senate discuss the DDL on the new scrapping. For the MEF there is the risk of inequality, for the Court of Auditors to underestimate the loss of revenue, for the UPB to feed amnesty expectations
Despite the scrapping and the cancellation of the small loads pending the credit warehouse entrusted to the collection continues to rise. At the end of January taxes, contributions and fines entrusted to the Revenue Agency- collection and unpaid have reached 1,272.9 billion euros, but most of these credits is now virtual. According to the commission commissioned by the government to analyze the tax credits warehouse, 537 billion are technically inevitable, that is, they will not be recovered. They concern credits of deceased or nulotone people, companies that are no longer active or failed. The potentially collected credits, on the total, are 567 billion, while for another 167 billion the recovery possibilities are defined as uncertain.
They are the less than 10%
Between 2000 and 2024 the tax and tax loads entrusted to the collection died of 1,874 billion euros of which, however, only 180.3 billion were then actually collected. At the end of January in the Agency’s warehouse there were 290 million individual credits in collection, through 173 million tax collection files against 21.9 million taxpayers. Most are natural persons, 84.3%, but to these it refers just a quarter of the warehouse value. On the contrary, companies are headed by 15% of the credits in collection, but two thirds of the value (with 819 billion of accumulated and unpaid debts).
One credit out of 4 below 100 euros
Most of the individual credits, 221 million out of 290, concern the range of up to one thousand euros, with a residable load of 59 billion, equal to 4.6% of the total. The credits in collection between one thousand and 5 thousand euros represent 12.1% of the total value, while the 290 thousand credits of an amount greater than 100 thousand euros (0.1%) represent almost half the warehouse value (608 billion euros). « The first conclusion to which we come – observed the director of the MEF Finance Department, Giovanni Spalletta, listened to by the Finance Commission of the Senate – is that in the period 2000-2024 the public collection managed many credits of modest value and very few medium -high value credits. Almost one credit out of four, 23.3% of the total, is of an amount of less than 100 euros, whose collection is probably not to be considered not convenient from an economic point of view ».
Collectable only 100 billion
According to the Parliamentary Budget Office, which cited the data of the Revenue Agency itself, of the 1,272.9 billion in collection, just 100.8 billion, 5.4% of the total load entrusted, has a fairly high degree of value. The Commission in charge of the Government will have to define the mechanisms to deflate the warehouse within the year, including the hypothesis of canceling the oldest and difficult credits, « which however represent an active in the budget of the tax authorities » recalled President Roberto Benedetti.
Doubts about the new scrapping
In this disconsolating picture, the Senate is discussing the bill proposed by the Northern League to start a new scrapping, the fifth, of the tax collectors, even if the perspectives are complicated. The hypothesized conditions, or the installment at the age of ten and interestlessly convinced the Ministry of Economy. «Compared to the quater scrapping the interested period extends, which reaches the end of the ’23, and the installment at 120 installments, without interest, stretches. Compared to those who have joined the scrapping Quater we create an unjustified sporewater, « said Spalletta. According to the Court of Auditors, there would be the usual risk of underestimating possible adhesions, and therefore to underestimate the possible loss of revenue. Finally, according to the Budget Office, a nuva scrapping « can feed expectations on future amnesties, with negative effects on spontaneous adaptation and ordinary and forced collection.
