Fails for the 30th time the constitution of the Assembly of Kosovo
MPs continue to fail to constitute the new composition of the Kosovo Assembly four months after holding the February 9 parliamentary elections, leaving the country without new institutions.
As in the past session of the constituent session – which began on April 15 – MPs briefly gathered Wednesday and found no solutions to unlock the stalemate.
This was the 30th time they gather and fail, and will gather again after 48 hours, on Friday 13 June.
The issue is stuck in the appointment of the Speaker and Vice -Presidents of the Assembly.
A few days ago, the leader of the Democratic League of Kosovo, Lumir Abdixhiku, reiterated his call for other parliamentary parties for the establishment of a government of unity.
« I continue to believe that we can sit, talk and agree on a common solution. This crisis can serve us as an opportunity, » Abdixhiku wrote on Sunday.
He warned that he will announce this week a 15 -point agenda, « a concrete platform of cooperation for the Government of Unity, which will offer to all political parties, without exception. »
But Albulena Haxhiu from LVV said on Monday that the transition government is unacceptable for the party.
« Prime Minister Kurti is the most voted leader ever and the LVV is today the first subject with the most votes in the country. Therefore, such proposals are a tendency to minimize the will of the people, to violate it, and of course they do not have the support of the Self -Determination Movement. They say ‘transition government’, but we have the transition government at the moment.
This is the 22nd time that the Democratic Party of Kosovo (PDK), the Democratic League of Kosovo (LDK), the Alliance for the Future of Kosovo (AAK) and the Serbian List, do not propose by a member for the formation of a secret voting commission for the Vetevendosje candidate, Albulena Haxhiu, as Haxhiu did not receive 61 votes.
Vetevendosje, as the winner of the election, is up to the nomination of the candidate for Speaker of Parliament, and she constantly insists that Haxhiu is the right figure, though for other parties she is unacceptable and is considered a divisive figure.
The issue of changing the way of voting – from open to secret – has been sent for interpretation to the Constitutional Court by the party that in the previous legislature were in opposition.
According to them, the LVV proposals are not constitutional and have requested the court to impose « a temporary measure to prohibit the hearings until it prioritizes the case and make a decision ».
MPs must elect the chairman and the five vice presidents to finally constitute the new Assembly.
Only after the constitution of the Assembly can the new government be formed.
Representatives of the Vetevendosje Movement have recently mentioned the possibility that new premature parliamentary elections are held at the same time with regular local ones, which are expected to be announced in October as a possibility of unlocking the situation.
Albulena Haxhiu of the Vetevendosje Movement first presented this idea at a meeting held by Osman last week with figures of political entities in Kosovo to discuss the date of local elections.
However, Abelard Tahiri, from the Democratic Party of Kosovo, said last week that he believes elections should be kept separately.
According to him, if new parliamentary elections are to go, this should happen earlier, not in October when regular local elections are held.
Arben Gashi, from the Democratic League of Kosovo, said last week that « we may come to a situation where new elections will be a solution », although it would be « very complicated for the Central Election Commission to organize them together (with the premises) ».
The President of Kosovo, Vjosa Osmani, reiterated on June 5 that the delay in constituting the Assembly damages the credibility of the institutions and the country’s advancement to the Euro -Atlantic agenda.
Even the diplomatic representatives of the QUINT states (United States, Great Britain, Italy, France and Germany) as well as the Head of the European Union Office in Kosovo, have met days ago with Kosovo’s acting Prime Minister Albin Kurti, demanding rapid training of institutions, to ensure the well-being and prosperity of Kosovo citizens.
