Fails for the 18th time for the constitution of the Assembly of Kosovo


For the eighteen times, the Kosovo Assembly MPs have failed to constitute the ninth parliamentary composition on Monday, coming out of the February elections.

Lawmakers refused to form a row to form a commission to oversee a secret vote for the new head of the legislative body.

The issue of secret ballot, which was proposed on May 1 by the hearing chairman, Avni Dehari, after the proposed of the Self -Determination Movement (LVV) for the Speaker of the Assembly, Albulena Haxhiu, failed to receive the 61 votes needed to be confirmed in the post – was sent to the Kosovo Constitutional Court by the parties that were in Opposition.

They say that it is unconstitutional the way the LVV is trying to vote on a secret form, and have asked the Constitutional to take « a temporary measure to prohibit the sessions, until he prioritizes the case and make a decision ».

The Democratic Party of Kosovo (PDK), the Democratic League of Kosovo (LDK), the Alliance for the Future of Kosovo (AAK) and the Serbian List rejected, in the continuation of the constituent session on May 19, to propose a representative who would ensure the smooth voting.

The constituent session will continue on Wednesday 21 May.

So far, MPs have passed only two points of the constituent session agenda: the report of the Provisional Commission for Verification of Mandates and the Oath of the MPs.

But the process is stuck in the third point: the election of the Parliament Speaker.

The Haxhiu of the LVV is considered as a divisive figure by two parliamentary parties: PDK and AAK.

These two entities have requested that the LVV be brought by another name for the Parliament Speaker. The LDK, meanwhile, has said that there are no votes for any LVV proposals for the post of parliamentary parliament.

The proposal for Parliament Speaker is the exclusive right of the winner of the elections, the LVV, which insists that Haxhiu deserves to be elected and, while seeking political agreement with other parties, has ruled out the opportunity to bring other candidates besides it.

On Thursday, after a meeting convened by the President of Kosovo, Vjosa Osmani, with representatives of political parties, Osmani said there was no agreement on the constitution of the Assembly, but added that he had seen a « minimal mood » among party leaders to find a solution to the matter.
