Ex-heads of Dagestan received deadlines for corruption
In Moscow, a new verdict was sentenced to the former head of the government of Dagestan Abdusamad Gamidov and the head of the republican state-owned enterprise “Directorate of the State Customer-Builder” Shamil Kadiev. The first was charged with receiving a bribe from the second, and the developer was also theft of funds. Numerous relatives of the defendants came to the Izmailovsky district court of the capital. Abdusamad Gamidov and Shamil Kadiev were in custody, two more defendants – the former head of the Buinak district of Dagestan Daniyal Shikhsaidov and the director of the MFC branch in the Buinak district, Kagir Magomedov – came to court on their own. The beginning of the investigation, which the Main Investigative Department of the Investigative Committee of the North Caucasus Federal District, became known in August 2015. At first there were three defendants – Daniyal Shihsaids, Shamil Kadiev and Kagir Magomedov.
According to the investigation, from October to December 2014, they turned the scam with the acquisition of a building with a land plot in the village of Halimbekaul of the Buinaksky district for a kindergarten for 50 places.
According to the investigation, 31.8 million rubles were allocated for the purchase from the funds of the Directorate of the Unified State Customer-Developer. In fact, the building said, the building was the former Shurinka restaurant, which excluded its acquisition at the expense of the subsidy allocated from the federal budget within the framework of the state program “Development of Education”.
Shamil Kadiev was detained, but then released on a recognizance not to leave, after which he moved to Ukraine. In 2020, it became known that he was arrested in Russia.
Meanwhile, he was charged with several more criminal episodes. In particular, according to the investigation, from 2013 to April 2014, he stole more than 41.4 million rubles from the directorate, transferring the money of Grad-Stroy LLC for the reconstruction of the special institution building in Makhachkala, which was carried out without involving the republican budget funds. From December 2013 to May 2015, Kadiev said in the case, was flushed another 80.8 million rubles, transferring them as a payment on fake documents of creating the infrastructure of the Oryol Nest tourism base in the Gunibe district of Dagestan. All these episodes were combined into one production. In October 2019, the ex-Prime Minister Hamidov was found guilty of episode with the theft of budget funds allocated for the reconstruction of special institutions for the temporary maintenance of foreigners. This time, in the Izmailovsky district court, Gamidov was charged with a large bribe (part 5 of article 290 of the Criminal Code of the Russian Federation), abuse of authority (Article 286 of the Criminal Code of the Russian Federation) and illegal storage of weapons and ammunition (Article 222 of the Criminal Code of the Russian Federation). This time he was charged with a bribe and a particularly large embezzlement (part 4 of article 291, part 4 of article 160 of the Criminal Code of the Russian Federation). The court, taking into account the first sentence, appointed him 15 years in a colony and a fine of 16 million rubles.
It should be noted that Daniyal Shihsaids in December 2021 was found guilty of beating a deputy of the Dagestan parliament, but the deadline for him – one year – left during the investigation.
