Ex-head of Roscosmos Yuri Borisov will become a senator from the Arkhangelsk region

As it became known to Kommersant, the former General Director of the Roscosmos state corporation Yuri Borisov will take the post of senator from the Arkhangelsk region. According to Kommersant’s sources, the regional governor Alexander Tsybulsky signed the corresponding decree on May 19, but at the time of preparation of the material he was not yet published. After the transition of Mr. Borisov to the upper house, two former leaders of Roskosmos will sit there at once: since 2023, Dmitry Rogozin is a senator from the Zaporizhzhya region.

The ex-head of Roscosmos, Yuri Borisov, who, has been holding the position of special representative of the President of Russia on international cooperation in the field of space, will take the post of senator from the Arkhangelsk region for the term of powers of the governor Alexander Tsybulsky (expires in September). This is stated in the decree, with a copy of which “Kommersant” got acquainted. Information on the appointment of Kommersant was confirmed by two sources in the upper house.

Recall that the post of senator from the executive branch of the Arkhangelsk region at the beginning of this year was left by the communist Alexander Nekrasov (see. « Kommersant » dated January 30). As “Kommersant” in the Communist Party was explained, he did not count on reassignment, so he decided to “focus on economic activity”.

The so-called senatorium three Mr. Tsybulsky included State Duma deputy Elena Voygin and ex-Senator Viktor Pavlenko, but after the resignation of Mr. Nekrasov, both abandoned the mandate. After that, the governor got the opportunity to appoint a senator of any candidate who corresponds to the “Settlement Censors” or falls under one of the exceptions from him – for example, has the rank of army general or a class rank corresponding to the general. Since 2013, Yuri Borisov has been a real state adviser of the 1st grade, which is equivalent to the Army General.

It should be noted that on the portal of the official publication of legal acts of the Arkhangelsk region, the decree of Alexander Tsybulsky on the appointment of the senator has not yet been published. The governor’s press service found it difficult to clarify Kommersant when this would happen. The presidential decree on the liberation of Yuri Borisov from the post of special representative on cooperation in the field of space at the time of preparation of the material on the Kremlin website was also not.

According to the informed source close to Roscosmos, one of the reasons for the transition of Mr. Borisov to the upper house is the desire to “play up to the background of inspection that unfolded in the corporation”: senators, like deputies, have immunity.

Yuri Borisov served as the general director of Roscosmos from July 15, 2022 to February 6, 2025. Earlier, he worked as the Deputy Prime Minister on the issues of the defense industry (2018–2022), and before that, the Deputy Minister of Defense (2012–2018) for the military-technical support and policy of the Armed Forces of the Russian Federation in the field of public procurement and the creation of weapons. After the resignation of Mr. Borisov, Roscosmos was headed by Dmitry Bakanov.

It is interesting that Yuri Borisov will not be the first senator from the former leaders of Roscosmos. Since 2023, Dmitry Rogozin, who headed the Russian space department from May 24, 2018 to July 15, 2022, has been sitting in the upper house in this post.
