EU will change the rules for technical inspections of cars
The European Commission proposed on Thursday changes to three directives to change the procedure for carrying out technical inspections of cars.
These are the directives for periodic technical inspections, registration documents and roadside checks.
According to the reasons for the amendments, which will now be considered by the European Parliament and by the Member States, they aim to deepen inspections, especially with regard to gases and noise from cars, the safety systems and control of electric cars.
The European Commission also proposes that cars on European roads become accessible to the authorities of all countries, so that when selling a car abroad, it is possible to track its actual mileage. It is also envisaged to digitize the registration documents.
It is envisaged to supplement the current rules with:
- adding new Tests for Electronic Safety Systems, Including to test the integrity of safety and emissions software
- new methods for Emissions test for ultrafine particles and nitrogen oxides. Even when they are manipulated
- Annual Testing Emissions of Vani
- measure nox particles and noise by remote monitoring in roadside inspections
- Recording the indications of mileage in national databases and their provision to other countries in re -registration

- Unifying annual inspections for cars and light commercial vehicles over the age of 10.

What is new for technical inspections
The inclusion of additional tests for ultrafi particles and nitrogen oxides (NOX) is offered, as well as for safety systems through car software in annual technical inspections.
There is a harmonization of technical inspections for some categories of bikes, for vans and for older cars. Now the rules for them vary in different countries, and according to the European Commission, this is a prerequisite for increasing catastrophes.
The European Commission proposes to allow an annual technical inspection of a car registered in another European country to be made. This opportunity will be one -off and given to facilitate people who are abroad temporarily or have not yet re -registered their car.
The test centers will be able to access the technical data of the vehicles, even if they are registered in another European country.
Certificates of technical working and registration certificates in electronic format must become obligatory and gradually displace the paper format, which, according to the impact assessment, will allow other procedures to be digitized.
The new pollution tests
Changes to the Directive of Technical Reviews provide for the introduction of a new test for measuring the number of exhaust emissions particles will replace the currently required exhaust gas test first for diesel vehicles.
The European Commission believes that the current exhaust test is ineffective and fails about 6% of the Euro 6 car inspections and an even higher percentage of Euro 5.
Nitrogen dioxide testing is also initially provided only for diesel cars. Once the test method has been adapted to forced ignition engines, gasoline -powered vehicles can also be tested.
The test procedure is set in a manner that alleges it in accordance with the procedure applied for the test of ultrafine particulate matter to allow the particle test to simultaneously.
The roadside inspections are expanding
If the proposed changes change, police will also check for nitric oxide particles and for the noise of cars engines during roadside inspections, as well as for the safety of goods in commercial transport.
Road transport is responsible for over 35% of nitric oxide pollution and for about 9% of dust particles, causing about 70 chemicals. Premature deaths in the EU every year.
Currently, nitric oxide tests are performed only in Belgium, the Netherlands and Germany.
For the mileage fraud
In order to reduce the fraud of the sale of second -hand cars, it is envisaged that the technical indicators for mileage will be recorded in national databases, which according to the European Commission will make sense of the scrolling of the mileage, as the buyer will be able to check it before the deal.

Currently, in most countries, the entry of mileage with an annual technical inspection begins to be done since the fourth year of the car. According to the Brussels analysis, most frauds can be made until then, as greater profits than the price can be achieved by manipulating the mileage of relatively new vehicles.
In practice, the new order will introduce throughout the EU, current defenses against such fraud in Belgium (CAR-PASS) and in the Netherlands (National Auto Pas, NAP).

Mileage readings will need to be recorded every time the car is serviced or repaired. When the registration of a vehicle moves to another Member State, the Member State will have to share the history of the mileage of that car or a minibus with the re -registering Member State.
