Five days later von der Layen pointed out three reasons for expanding sanctions:
- the three-day cessation of fire May 8-11 offered by Putin, which he did not comply
- The rejection of the proposal for a 30-day truce of Ukraine supported by the EU
- Putin’s refusal to participate in direct negotiations with Ukraine in Istanbul, which he suggested.

British Prime Minister Kir Starmer said on his arrival in Tirana that « what we saw yesterday and at night is another proof that Putin is not serious about peace. »
« He is delayed, so I think it is really important to have absolute unity with his allies. We will work again on this issue today so that it is clear that there must be a ceasefire, but it is also clear that if there is no cessation of fire, then we will act together with respect to sanctions, » Starr said.
