EU agreed on how to pursue severe road violations abroad
The removal of a driver’s license in a European country will mean a ban on driving a vehicle throughout the European Union. The Council of the EU and the European Parliament, negotiating the latest details in a new directive on deprivation of driving rights rights, was understood.
According to the political agreement, which must now be approved by the two institutions in order to become a law, for serious violations, the withdrawal of the book will be ubiquitous.
According to these rules, the withdrawal of a driver’s license applies only to the state where the offense was committed, and other countries cannot learn about the sanction and the driver can continue to drive outside.
How will it be
The Directive is introducing a new procedure according to which road authorities who have established the violation will have to inform those in the state issuer of the driver’s license and it – to restrict the rights of the driver in the EU territory.
The procedure provides for at least three months after the removal of the booklet, the authorities in that country will contact those who have issued it. This will be done through the EU driving license network (Resper).
Then, the state of issue within 20 days shall notify the driver if he finds it and decides whether to apply the deprivation of rights or not to comply with it.
In some cases, for example, if the state of issuing the license has reasons to believe that the right to hear the driver is not respected, it may release it from the sanction.

The procedure will apply to severe violations such as:
- drunk driving or driving under the influence of drugs,
- speeding speed at 50 km/h over the authorized
- causing death or serious injuries in breaching traffic rules
According to EU data, about 40% of severe transport violations committed abroad diverge without sanctions.
