The Ministry of Foreign Affairs of Estonia on Thursday called a representative of the Russian embassy to transfer the diplomatic note about pensions unpaid by Russia, writes BNS.

The note says that Russia in the first quarter of this year has not fulfilled its obligations under a cooperation agreement in the field of pension insurance between Estonia and Russia, which entered into force in 2012 and the agreement on its implementation. As a result, about 4,000 people living in Estonia and receiving pensions from Russia were left without pensions.

The Ministry of Foreign Affairs turned to the Russian Embassy with a request to explain the causes of non -payment and the steps taken to solve the problem. In addition, it asked to inform the planned date of payment. The representative of the Ministry of Foreign Affairs assured the representative of the Russian embassy that Estonia does not interfere with payments to our banks.

A month ago, the Department of Social Insurance said that Russian pensioners living in Estonia did not receive their pensions due to non-receipt of payments from Russia.

At that time, 3965 people waiting for a Russian pension lived in Estonia. The vast majority of them receive an Estonian pension in addition to the Russian. “The Estonian part of the pension is paid by him by the Department of Social Insurance. However, 262 people receive only a Russian pension, which can cause them temporary economic difficulties, ”the Department of Social Insurance said.

The Pension Fund of Russia said that he was trying to make payments, but they were rejected, and an alternative solution is currently being searched. The Department of Social Insurance informed pensioners about this situation by e -mail and through an electronic self -service system.

Pensioners were also informed that if they need material support in connection with a temporary delay in payments, they can contact local self -government for a subsistence allowance.

According to the Social Security Treaty between Estonia and Russia, the Department of Social Insurance pays the pensions of approximately 5400 Estonian pensioners living in Russia. In accordance with the same agreement, Russia must transfer funds to the Department of Social Insurance to ensure pension payments of approximately 4,000 Russian pensioners living in Estonia.

According to the Department of Social Insurance, Estonia fulfilled all its obligations under the contract. The list of pensioners for the first quarter of this year and the money was transferred to the Russian side, and on February 28 the Russian Pension Office confirmed that both the list and money were received. However, as of April 3, the Russian Pension Fund did not make any Estonian payments.

According to the social security agreement, Estonia pays a pension after receiving a transfer from Russia. Money should be received quarterly, no later than the 25th day of the second month of the quarter, but this time they have not yet entered Estonia. “There are no obstacles from Estonia, and payment channels are open. As soon as the money arrives with the list of recipients, payments will be made immediately. Estonia cannot take on Russia’s obligations on payments, ”the Department of Social Insurance said.

Russian pensioners living in Estonia and seriously injured from delayed payments can, if necessary, seek support for local authorities.

About 4,000 people receive Russian pension in Estonia. Of these, a little more than 200 people receive only a Russian pension. The vast majority of them have both Estonian and Russian pensions. The Estonian part of the pension is also paid in a timely manner. The amount of pensions received from Russia varies from 14.87 euros to 2,800 euros.
