Electronics manufacturers proposed banning public procurement of foreign equipment

Electronics manufacturers discuss with the Ministry of Industry and Trade a complete ban on the purchase of foreign computers, servers, tablets and other equipment through public procurement, thereby limiting the current “second extra” scheme. Market participants believe that Russian companies can already offer analogues of foreign computer equipment and completely cover the volume necessary for state -owned companies. However, the customers themselves believe that this is an attempt to load the idle production of electronics.

“Kommersant” got acquainted with the minutes of the meeting of the Ministry of Industry and Trade with manufacturers of electronics on March 22 in the Tver region. On it, the head of the computing technique consortium (ANO W, includes Aquarius, Yadro, Depo) Svetlana Legostaeva invited the Ministry of Industry and Trade to transfer the products of the OKPD2 codes (tablets, computers, data storage systems, servers, etc.) from Appendix No. 2 in the Decree of the Government 1875, which establishes restrictions on the purchase of foreign electronics (rule “Second extra”), in Appendix No. 1, which introduces a complete ban on the purchase of goods of foreign manufacturers in these categories of electronics. According to the results of the meeting, the Ministry of Industry and Trade should be from the document, the Ministry of Industry and Trade instructed the ANO WT to the ministry to provide the ministry with the list of OKPD2 codes, the names of the products that need to be transferred, the list of manufacturers, the volume of such products manufactured in the Russian Federation, etc. In the ANO VT, the Ministry of Industry and Trade did not answer “Kommersant”.

The restriction on the sale of foreign electronics, which is valid now, leaves the opportunity to purchase foreign products if there are no Russian analogues on the market. According to the “Contour.cups”, in 2024, 57.3 thousand tenders were published according to 44-ФЗ for the purchase of computers and peripheral equipment, in money this indicator amounted to 79.6 billion rubles. This is 20% more in quantitative terms and 1.2% less in monetary compared to 2023. According to 223-ФЗ, the number of purchases increased by 4%to 22.7 thousand, in money, the indicator increased by 31%, to 55.6 billion rubles.

At the beginning of 2024, ANO WT has already tried to limit the sales of foreign electronics on public procurement by changing decisions No. 878 “On measures to stimulate the production of electronic products in the Russian Federation”, since state -owned companies purchase equipment through “providing services” (see “Kommersant” dated March 12, 2024). Later, the Ministry of Finance proposed to completely ban the sale of foreign software and microcircuits through public procurement (See “Kommersant” from August 27).

One of the main criteria for the transfer of codes from the list of restrictions on prohibitions is the “sufficiency” of Russian -made volumes to cover demand, says Irina Mitina, president of the Association of enterprises in the field of electronics, information technology, digital innovation and engineering. “The prohibitions need to be approached selectively, strive for their introduction, but at the same time be completely confident in the presence of sufficient capacities and nomenclatures,” she says. This decision will improve the quality of Russian products, since it will allow manufacturers to effectively compete among themselves within the country, says Alexander Ponykin, director of the design activity of Yadro (part of X Holding). “In categories such as servers and schemes, we already have full -functional analogues of foreign products,” he added.

Meanwhile, the reaction of the state orders themselves to the proposal of the consortium was divided.

So, according to the director of the information and digital technologies of the State Corporation « Rosatom » Yevgeny Abakumov, the rethinking of approaches to public procurements can be an important step towards technological sovereignty of the Russian Federation. “In our opinion, such an initiative will make it possible to create a strong basis for the development of domestic industry and minimize potential risks associated with the use of foreign technologies and software,” he emphasizes.

The representative of Rostelecom believes that Russian manufacturers of electronics are more likely to need long -term contracts with stable production loading, and the transfer of products from the “second extra” approach to a complete ban will not solve this problem. As Kommersant wrote, in the Russian Federation, electronics capacities are not loaded, only 20% of the assembly lines are used (See “Kommersant” from February 21).
