Electoral Crimes/ Registered 87 reports to the country’s prosecutors, 7 arrested

87 criminal reports have been registered in the domestic courts regarding the violations they found during the elections.

According to the official announcement, prosecutors at the first instance court with general jurisdiction have registered 87 criminal reports, 34 criminal proceedings, while 7 persons have been arrested for criminal offenses in the field of elections.

So far, 7 persons have been arrested in flagrance for the criminal offenses in the field of elections, 4 in the Tirana Prosecutor’s Office, 1 in the Elbasan Prosecutor’s Office, 1 in the Lezha Prosecutor’s Office and 1 in the Fier Prosecutor’s Office.

There is also a detention order for 4 people by the Elbasan Prosecutor’s Office.

By 12.05.2025, regarding the criminal offenses in the field of elections, these prosecutors reported as follows:

• A total of 87 criminal reports for the offenses provided for in Articles 325, 326/a, 327, 328, 328/a, 328/b, 329, 329/a, 331/a and 332/a of the Criminal Code.

• The source of the notification of the criminal offenses for the above reports have been, the Judicial Police in 49 cases, the SPAK in 15 cases, political entities in 9 cases, mainly in 11 cases and citizens in 3 cases.

• The above reports were registered 8 in the Fier Prosecutor’s Office, 5 in the Saranda Prosecutor’s Office, 4 in the Durres Prosecutor’s Office, 21 in the Tirana Prosecutor’s Office, 3 in the Gjirokastra Prosecutor’s Office, 4 in the Kukes Prosecutor’s Office, 7 in the Prosecutor’s Office of Lezha, 15 in the Dibër Prosecutor’s Office, 2 in Vlora Prosecutor’s Office, 4 in Prosecutor’s Office, Berat.

• From the above reports 34 criminal proceedings for the offenses provided for in Articles 325, 326/a, 327, 328/a, 328/b, 329, 329/a, 331/a and 332/a of the Criminal Code.

• Criminal proceedings have been registered, to the Prosecutor’s Office of the Court of First Instance of General Jurisdiction, a total of 5 proceedings, 2 proceedings for the offense provided for in Article 325 of the Criminal Code, 1 proceedings for Article 328/a of the Criminal Code, 1 proceeding for Article 328/a, paragraph 4 of the Criminal Code.

At the Prosecutor’s Office of the Court of First Instance of General Jurisdiction Gjirokastra, there are 3 proceedings on the offenses offensed by Articles 326/1 and 329/1 of the Criminal Code. In the Prosecutor’s Office of the Court of First Instance of General Jurisdiction, there are 8 proceedings for criminal offenses offensed by Articles 328/a, 248, 332/a, 134/1 and 287/b of the Criminal Code.

At the Prosecutor’s Office of the Court of First Instance of the General Jurisdiction Durres is 1 proceeding for the criminal offenses offensed by Articles 328/a and 248 of the Criminal Code. At the Prosecutor’s Office of the Court of First Instance of General Jurisdiction, there are 2 proceedings for the offenses offensed by Articles 237/5 and 328/a, paragraph 4 of the Criminal Code. In the Prosecutor’s Office of the Court of First Instance of General Jurisdiction Shkodra there is 2 proceedings for the offenses offensed by Articles 328/a and 328/b of the Criminal Code. In the Prosecutor’s Office of the Court of First Instance of General Jurisdiction, there are 2 proceedings for the offenses of the Criminal Code Articles 325 and 326/a.

At the Prosecutor’s Office of the Court of First Instance of the General Jurisdiction, Kukes is 1 proceeding for the criminal offense of Article 328/that Criminal Code. In the Prosecutor’s Office of the Court of First Instance of General Jurisdiction, there are 2 proceedings for criminal offenses offensed by Articles 328/a, 329/2, 237, 89 and 25 of the Criminal Code.

In the Prosecutor’s Office of the Court of First Instance of General Jurisdiction Vlora is 1 proceeding for the criminal offense of Articles 328/that of the Criminal Code. In the Prosecutor’s Office of the Court of First Instance of General Jurisdiction, there are 3 proceedings on the offenses offensed by Articles 327 and 329 and 278 of the Criminal Code. At the Prosecutor’s Office of the Court of First Instance of General Jurisdiction Tirana there are 4 proceedings on the offenses of the criminal offenses 327/1 of the Criminal Code.

• SPAK, 6 criminal reports from the Durres, Lezha, Debar prosecution and two criminal proceedings from the Fier and Shkodra prosecution were sent for competence.

• From the registered criminal reports, it is decided not to start for 12 of them. 5 from the Tirana Prosecutor’s Office, 2 by the Kukes Prosecutor’s Office, 2 from the Prosecution Debar, 1 by the Saranda Prosecutor’s Office, 1 by Prokutoria Fier and 1 by the Elbasan Prosecutor’s Office.

• A criminal proceeding registered by the Debar Prosecutor’s Office for the criminal offense provided for in Article 237/5, 328/a, paragraph 4, has been requested to be sent for trial with a defendant, with no personal security and a criminal proceeding registered by the Gjirokastra Prosecutor’s Office for the offense provided for in Article 326/1 of the Criminal Code.
