Economy ministers have issued licenses at the Pulse discotheque based on incomplete documentation, says Kocevski
The team of Public Prosecutors, who is investigating the fire at the Pulse discotheque in Kocani, has obtained all issued licenses for the 2012 facility until the day of the criminal event and according to the insight in the cases there were no complete documentation, the state prosecutor said tonight.
As Kocevski pointed out in an interview with Telma Television, the Ministry of Economy, which is responsible for issuing work licenses, should have appreciated all the documentation necessary to issue a work license, because, as he said, in the specific case, the ministers issued licenses on the basis of incomplete documentation.
– All licenses, although issued, did not have complete legal documentation. The ministers issued licenses based on incomplete documentation. The Directorate for Protection and Rescue did not have elaborates and proper documentation to which the Minister could issue a license. This is followed by construction, documents from the local self -government and so on. All the necessary documents for issuing the license should have appreciated and issued a license. From the insight into the cases for license issuance, public prosecutors realized that there were no complete and legal documentation in all cases – said Kocevski.
For the current Minister of Economy, he clarified that it was not covered in the investigation, as there was no evidence that the club owner initiated a new license issue.
– The Minister of Economy is responsible for issuing licenses. The fact that there was no supervision is the task of other institutions. The Minister has no task to check whether there is a license or no license at the site. In the present case, no documentation has been received to the Minister for issuance of licenses, therefore it cannot be responsible – said Kocevski.
Asked specifically which article of the law was violated by the suspected economy ministers, the prosecutor said that members of several laws and bylaws were injured and that he could not disclose at this stage, because, he says, it is a pre -trial procedure.
– Apart from the Law on Catering Activity, we also have a Law on Inspection that is not respected, the Law on Protection and Rescue, we further have a risk assessment, then there are plans regarding the way of functioning of those licenses. All the documentation was to be collected and on the basis of that documentation, the Minister gives a license. In the present case, there is no complete documentation for all licenses. All suspected economy ministers did not comply with the laws, ie they issued licenses that did not have complete documentation – said Kocevski.
He added that in the last 10 years no inspection of any cabaret on the territory of the country has been carried out. In connection with the particular case, Kocevski emphasized that the building in Kocani was not only known to the police, but also the entire city and local self -government.
– The Pulse facility was not only known to the police, it was known to the whole city. He was also known to the local self -government, was also known to all the relevant institutions that were to function. Which means that no inspection of the facility has been carried out in Kocani for 13 years – said Kocevski.
For the two former SMI executives who have previously been investigated, the prosecutor says the checks continue, making their mandate a period when the club worked with a counterfeit license. Kocevski says he does not necessarily mean if anyone was director of the State Market Inspectorate that there is direct responsibility, which was not the case for the Directorate for Protection and Rescue, because, as he said, there are essential regulations in the study of responsibility and possible involvement in the management structure.

What they had duty to take and establish is a system of effective control and supervision, which is disturbed in every sense – emphasized Kocevski.
