Amendments to Art. 12 of the Federal Law “On the Licensing of Certain Activities” and the Federal Law “On Responsible Addressing Animals” deputies introduced at the initiative of the Governor of the Territory Vladimir Vladimirov. In this regard, the Stavropol deputies propose to license « the activity of individuals and legal entities in the spontaneous content of animals without owners and the content of potentially dangerous dogs. »

The initiative also implies a direct ban on « obtaining offspring with the spontaneous content of animals. » The chairman of the Stavropol Regional Duma, Nikolai Velikdan, explained “Kommersant” that by “spontaneous content” the deputies mean precisely private shelters, where “compassionate citizens” gather the remaining animals without hosts and “where these animals can be uncontrolled.”

Those who want to save homeless animals will have to receive a license in the local veterinary department before January 1, 2026. To do this, you will need to have room rooms, separate rooms for cooking and a vetapte. Private shelters, in turn, will have to receive the status of temporary overexposure points and conclude contracts with local administrations that will have to finance their work. “By and large, we put things in order in the house,” Mr. Velikdan summed up. The project has already been sent to the State Duma.

She indicates that now there are only two shelters in the region, and they are “clogged by animals under the tie”. And every year we explained that it would be better for the authorities to declare a year or at least a month of free sterilization of pets. The prices are unbearable for many people – from 5 thousand per dog. But then there would not be necessary to build shelters. But they don’t hear us, ”says Mrs. Gazaryan.

The Stavropol deputies have already twice made edits to the law on animal handling without owners in the Stavropol Territory. In September 2024, in three readings, the regional Duma Accepted Amendments, according to which it is possible to kill animals that « show unmotivated aggression. » In March 2025, after a tragic case when a nine -year -old girl in Stavropol died from dog bites, the legislation decided to change the regulations on an “extraordinary situation”, which allows you to kill any animal, including a healthy one, within five days after admission to the PVR.
