There can be no negotiations on Ukraine were Kiev, according to the text of the draft conclusions of today's Special European Council in Brussels dedicated to supporting Ukraine and Europe's defense.

In addition to the conclusions, harmonized this morning by the permanent representatives of the EU member states in Brussels, it is also emphasized that the EU must be included in any conversations related to Europe's security.

According to MIA correspondent from Brussels, in connection with a possible ceasefire in Ukraine, the conclusions indicate that such a thing can only happen as part of the process that would lead to a comprehensive peace agreement.

This is only a draft text and it is possible to amend its content in the final version of the conclusions, which should be adopted at the end of today's summit.

Otherwise, so far in the leadership meeting, the heads of state or government of EU members have held a working lunch with Ukrainian President Volodymir Zeleky, who discussed the support of the Union for Ukraine.

After lunch, the working part of the council began to discuss European security and defense, and as the basis of the discussion, according to announcements, will be the plan to re -arms Europe, promoted yesterday by European Commission President Ursula von der Leyen.

On the eve of the summit, Hungarian Prime Minister Viktor Orban has announced that he will veto the conclusions of the summit if they contain an announcement of additional military support for Ukraine, while Slovak Prime Minister Robert Fico has conditioned the support for the document by obtaining EU guarantees that he will put pressure on Kiev.
