Dogs that caused a woman’s death last year, but then returned to the owner
Three dogs who attacked yesterday and bitten to death 84-year-old woman in Miklavž in Dravsko Poljethey were owned by the deceased, and before that her son. At the beginning of May 2024, they were taken away and placed in the shelter – two of them also received the status of a dangerous dog – but were returned to him by the shelter. In the sequel, dog ownership was transferred to his now late, mother.
Criminologists of the Maribor Police Directorate are still collecting notices of the circumstances of the tragic event. The investigation is to justify the reasons for suspicion or to determine signs of criminal offense of causing death from negligence under Article 118. Matthew Harb.
On Tuesday night, the Maribor Police Directorate was informed that a woman who is dogs lies along the fence of an apartment house in Miklavž in Dravsko Polje. Police officers and a rescue team with a doctor responded to the call. Upon arrival, they found a dead woman lying on the floor, with three dogs next to it. According to the information collected so far, the police found that it probably died from injuries caused by one of the dogs.
Police informed the event of the District Attorney’s District Attorney ODT Maribor and the on -duty investigating judge of the Maribor District Court, who ordered a judicial autopsy for the deceased. She also informed the veterinary inspector who came to the scene and ordered the installation of dogs in the shelter.
Have not been conditions for permanent withdrawal
The victim was the owner of the Bulterier breed and two dogs of the Argentine Dog breed, said director of the Regional Office of the Food, Veterinary and Plant Protection (UVHVVR) Administration in Maribor Helena Dolajš. With regard to dogs, the UVHVVR has already dealt with the victims of the victim. For the first time in 2023, because, as the then dog owner, he did not provide their protection in public areas and due to discrepancies in connection with rabies vaccination. In addition, UVHVVR also dealt with discrepancies regarding the labeling of one of the dogs because it was not recorded in the central pets register.
At the beginning of 2024, UVHVVR issued a decision for two dogs to assign the status of a dangerous dog due to attacks on dog and humans. At the beginning of May 2024, dogs were taken to the son at the request of the police because he prevented the implementation of the official police procedure. They were installed in a shelter, which, after eight days in accordance with the prescribed procedure, began broadcasting dogs. But they were awarded the same owner.
Asked why UVHVVR did not order permanent collection of dogs for the previous owner, despite the fact that two dogs already had the status of dangerous, Helena Dolajš said that the conditions had not been fulfilled for this. The administration was informed by the police that a report of dog attacks on the dog and humans was submitted, but no bite was found. « There was no second event that would condition dog training, » Dolajševa explained.
Director of the Maribor company Snaga, which manages the animal shelter, Vito Martinčičhe explained that the three dogs were at the shelter from May 4 to the end of May last year. Based on the temporary injunction, they were given temporary care, and the reason was that they did not have custody at the time, they were left to themselves. They were provided with food, shelter and health care at the shelter. A week later, they received a notice at the shelter that the temporary order had been terminated as the causes were eliminated.
The usual process is such that after eight days in the shelter, the owner can take over or put them on the show. The owner demanded his dogs back, and his lawyer was also included. « Given that there was no legal restriction, no decision that would dictate that we had to decide with these dogs differently, we had to return them to the owner, » Martinčič told the events a year ago.
In Slovenia 1773 dogs with the status of a dangerous
In the Central Pets Registry, 1773 dogs with status are currently dangerous. The handling of such dogs is governed by the animal protection law. The dog gets the status of a dangerous in the event of a bite or unmanageable behavior. The decision is issued by the official veterinarian after verifying the facts and circumstances in the inspection process. A dog that has the status of a dangerous dog must be on a leash and equipped with a muzzle, enclosed in a dog or object, or in a fenced -in space with a fence at least 1.8 m high, which is marked at the entrance with a warning sign. A dangerous dog is not allowed to be trusted in managing people under 16 years of age.
If a dangerous dog with a bite causes injury again, it is not a particularly serious physical injury, the decision is ordered by compulsory dog training. The training must be carried out until the age of second year at the latest, and if the dog is already two years old, within six months of the dog bite. The success of the dog’s schooling is checked by the commission, and the dog owner is obliged to provide proof of successfully completing their education to a competent veterinary organization that introduces this information into the central register of pets.
If a dog has been caused or involved in causing the death of a person or suspicion of particularly serious bodily injury, the official veterinarian with oral decision takes the dog and orders the administrator immediate placement of the dog in the insulator of the competent veterinary organization for the period until the suspension of the suspicion. In the following, the official veterinarian may also order the killing of the dog if he has caused or participated in the bite of the person’s death and even if the dog has been found to have caused or involved in causing particularly serious bodily harm.
