Europe wanted to be the first climate -neutral continent by 2050. But with the bailiffs 2030 and 2040 it is a problem: While the Commission is concerned with the reach of the 2030 goals, an extremely optimistic calculation, the goals for 2040 could be accompanied by a « flexibility » requested by some nation states and the international emission trade celebrates a comeback.
