DL Bullits approved in the Chamber, company cars, appliance bonuses: what changes

Bills bonus

The measure of the greatest impact of the decree is the so -called « bills bonus », a contribution of 200 euros on the electricity bills of domestic customers with ISEE up to 25 thousand euros. The facility can reach 500 for those who already receive the social bonus (cores with ISEE up to 9,530 euros). On the basis of historical data, Arera estimated in about 5.53 million the beneficiaries but according to the income criteria, the audience could reach 8 million users, for a total amount of 1.6 billion euros.

Gradual protection service

Among the innovations introduced by the amendments to the bills there is the possibility for vulnerable users to remain in a form of the protected market of energy even after 2027.

Appliance bonus

As for the appliance bonus, the discount on the invoice is introduced as a method to take advantage of the facility by overcoming the click day model. At the same time, the minimum energy class threshold is exceeded, which risked penalizing Made in Italy production.

Boiler incentives

As regards boilers, they will be able to continue to be facilitated only if inserted inside hybrid devices, which involve their operation in combination with a heat pump. The amendments that aimed at the readmission of discounts for the boilers prepared to work within a hybrid system were withdrawn before the vote of trust on the decree.

Corporate cars

The Bollette decree also entered a Amendment that saves the company vehicles « ordered by employers by 31 December 2024 and granted in promiscuous use from 1st January 2025 to 30 June 2025 from the new taxation regime ».. The charges are evaluated in 8.3 million euros for 2025, 9.5 million euros for each of the years 2026 and 2027 and in 1.2 million euros for 2028. For the coverage, the fund is used for structural economic policy interventions.

Measures for businesses

There is also a chapter dedicated to the measures to reduce the cost of energy for companies which provides, on the one hand, the destination for 2025 of 600 million euros for the financing of the Fund for the energy transition in the industrial sector (thanks to the partial use of the proceeds of CO2 auctions), on the other, the zeroing for a semester of the part of the ASOS component applied to the energy taken by non -domestic customers in low voltage with a power over 16.5 KW. The benefit, deriving from the reimbursements recognized by the EU Commission in the face of expenses anticipated by the State to counter the increases in energy, is estimated at around 800 million euros. The legislation on the remuneration of the production of electricity from renewable sources is also modified. In detail, it is disconnected from the energy prices on the electric market, with the intention of preventing renewable energy producers from being excessively influenced by energy prices.
