DGRSP analyzes causes of the “high incidence” of prolonged absences from prison guards
The Directorate-General for Reinsertion and Prison Services (DGRSP) is analyzing the causes of the “high incidence” of prolonged low-prison guards, according to the report on the execution of the security reinforcement plan in the arrests.
In a statement, the Ministry of Justice says that they are being investigated, « in particular, situations of service accidents and occupational diseases. »
This is a investigation that is part of the document delivered this week to the Ministry of Justice by DGRSP, following the security reinforcement plan in prisons.
In the note sent by the guardianship, they were “non-exhaustively, given the necessary safeguarding sensitive information”, some measures performed or underway in this first trimester of 2025.
Thus, the ministry led by Rita Alarcão Judice says that jointly with each of the 49 prisons, the DGRSP identified the most urgent intervention for each one. The list of 49 endeavors (including courtyard coverage works, wall requalification, sealing replacement, window renewal, among others) corresponds to an investment of 4.5 million euros.
In addition, the Ministry of Justice validated these interventions and decided to ensure financing through the DGRSP’s own Justice Modelnization Fund. Some interventions and awards will start until June this year.
With regard to video surveillance, DGRSP is installing new systems in some prison establishments and reinforcing existing systems in others. « In addition, it has decided to extend the period of permanent monitoring (which will be operational 24 hours/day, 365 days/year) made in central services. This permanent monitoring, with extended duration, adds to the video surveillance systems of each EP, creating a safety redundancy. »
The Feature and Measurement Information and Execution System (SIEPM) has been created, which manages information about prisoners and is being developed a pilot project for installation of mobile and drone signal inhibitors in Jewish valley, which will later be extended to other prison establishments in the country.
But there is more. The Ministry of Justice states that the elaboration of the project of building two voucher voucher towers is “advanced” and that the competition for the acquisition of 54 cellular vehicles – to replace vehicles from 1998 and 2000) will be closely launched by EspaP.

The next execution report will be presented by DGRSP until June 30, 2025.
