According to the Law of the Russian Federation “On Military Duties and Military Service”, citizens must register at the military registration and enlistment office at the place of residence or when moving for a term of more than three months. The explanatory note provides data with reference to the Ministry of Defense, which in 2023 under Art. 21.5 of the Administrative Code of the Russian Federation, more than 47 thousand people were held accountable. Of these, 18.3 thousand escaped with a warning, and 28.7 thousand citizens were fined, mainly for 1-5 thousand rubles. Just for the failure to move.
