Departure from Pedro Duarte is the occasion to refresh the government

Despite the justifications given in public by the Minister of Health, following the results of the Preliminary Report of the General Inspection of Health Activity (Igas), Ana Paula Martins' position in the government has returned in the last hours to be put in question.
In addition to the dismissal requests, coming from all opposition parties, the truth is that also within the government, doubts that the minister has to keep in office begin to raise doubts.
Inside the Executive, there are those who consider that Ana Paula Martins's position now depends on the presentation of visible results, which are later. Everyone recognizes that the task is not easy, let alone depends on a folder starter change. But what is the fact is that the difficulty of the task, the current minister brings together a confronting management with the various health structures, while the nominations she has been doing have not been doing well. All added, there are increasing ones that find maintenance for much longer in the government of the health portfolio holder.

Pedro Duarte can lead to remodeling
There will be no shortage of time so that Luís Montenegro has to do it again to make moves in the government. Knowing sources of the process ensures that the departure of Pedro Duarte do Executive, to apply for the Porto Chamber, will have to occur between the end of March and the end of April.

The accounts that will be done to the work is concerned with the AD government leader, who, a year ago, when he started roles, has a great focus on solving health and safety problems. Despite the gaffes of the Minister of Internal Affairs, the truth is that in security things have not been bad for the government's agenda. Security forces protests have soothed and the highest attention given to the government has had some results. Admittedly, all this has been possible thanks to the minister's less visibility that rarely speaks or appears, fulfilling a damage containment strategy, but, despite all, the fact that Margarida Blasco is considered among the security forces, leads us, the prime minister to hesitate on whether or not to maintain the minister in government.
Despite being a difficult decision, Ana Paula Martins is seen as the weakest link in the government at this time. The next few days promise not to alleviate the tension on the health minister, as the case of the deaths caused by INEM's failures will continue to give to talk, not only with the sequence of the report known on Wednesday, but is expected to be expected, specifically about the causal link between the deaths recorded on October and November 2024 and the INEM's failures. (see page 21). In recent times, Montenegro has been striving to value the work of the Minister of Health, including in internal party meetings, where Ana Paula Azevedo is presented as one of the strong minister of the executive. The problem is that at balance sheet, the minister adds more problems than solutions. As they said to our newspaper, the moment is to expect results, « it has to have something to show, which has not happened so far. » If there are no signs of inversion of the cycle, the sunrise is a source close to the government, it is very difficult for Ana Paula Martins to continue. « The problem is that we all know that it is not the change of minister that will solve the main problems, » he adds.
With less weight in the government, the Minister of Culture is indicated as remodelable. At stake will be the difficult relationship with many agents in the middle but not only. Throughout this year in office, Dalila Rodrigues also put some sand in the gear inside the executive itself.
With little collaborative spirit and many decisions considered untimely, the environment sour when, without knowing anyone, the minister decided to reverse the change of cabinet that had been determined by the hard core of the government. The Ministry of Culture, which operated at the Ajuda Palace, received instructions to change facilities at the beginning of the year. On the scheduled date, Dalila Rodrigues's office moved to Campus XXI, the government's headquarters building, where many other ministries were already installed. The problem is that the minister did not warm the place in Campo Pequeno. Displeased by the conditions of the new cabinet, Dalila Rodrigues ordered the team to return to the Palace of Ajuda, where there were no computers or other equipment indispensable to work. The unusual episode aggravated the internal malaise in the executive and Leitão Amaro, the presidency minister responsible for the logistics imposed the culture team that returned to the base. It was a story that left marks and will have dictated the decision to replace the minister as soon as there is opportunity.

More candidates to leave the government
Since municipal elections are the main reason for remodeling, municipal candidates may not be left by Pedro Duarte, guarantee the sunrise. To happen, the chosen ones will not be other ministers, but secretaries of state.
All added, the remodeling that has begun to be surgical, can even become a background remodeling, not only to correct errors, but also to prepare the government for a new phase, where you have to face municipal and presidential elections, crucial moments to start to realize the more life time.
The new phase begins with the approval, or not, from the budget to 2026 that will happen immediately after the local elections.
