According to the new cultural development strategy for 2025-2030, the Ministry of Culture and Strategic Communications (ICC) plans to autonomize the work of subordinate institutions. Thus, the agency will be « increasing the stability of culture as a public system » as one of the goals of the document.

One of the strategic goals is to increase the sustainability of culture as a public system. Our cultural infrastructure is inherited from the Soviet Union and now has more than 30,000 cultural institutions. We must transform it because it is now so regulated and there have been no large -scale reforms during the independence of Ukraine that would change the state support system, a system of financing from local communities« , – Grigorenko stressed.

According to the First Deputy Minister, cultural institutions are faced with system restrictions and exaggerated regulation:

Actually any innovation or any attempts to change something in a cultural institution are encountered that the inspections will come and punish … and accordingly an incentive for changes and shifts absolutely no« .

Therefore, one of the main goals of the Ministry is to « liberalize the activities of the cultural sphere », that is, to change the system of public administration and state support, to promote autonomy for the stability of different cultural institutions.

Non -state funds are also needed for implementation of the strategy, so the law on philanthropy in the field of culture will also be developed in parallel.

About the strategy document

On March 28, the document « Culture Development Strategies 2025-2030 » is considered the first comprehensive government document to consider culture as an element of national security and sustainable development of Ukraine.

As Halyna Grigorenko shares, during the development of a project of the ICSC strategy conducted a number of conferences in different cities of Ukraine, such as Kharkiv, Odesa, Lviv, Vinnitsa, Kiev. They also held meetings and accepted proposals of the public sector and independent organizations.

In total, the newly created strategy consider 4 basic goals:

  • strengthening of human capital through cultural practices;

  • protection, preservation, multiplication and use of the potential of cultural heritage and cultural values;

  • increasing the stability of culture as a social system;

  • Integration of Ukrainian culture as an active participant and equal partner of global cultural processes.

The first point of the strategy, namely the strengthening of human capital, implies that cultural institutions will be more open to people:

This means that our cultural institutions should become open, not just libraries that store books, but spaces for social grouping, for interaction with the community. And museums, for example, not just keep collections, but work actively on local identity and history, on how we plan the future together, based on our past« .

In addition, they work on measures and mechanisms of evacuation of cultural values ​​from the frontline territories, the development of horizontal relations with international institutions and constant communication between them and Ukrainian colleagues.
