Counting votes will be shouting

The operations of counting the votes in the sections, on Sunday, after the closing of the ballot boxes, at the first round of the presidential elections, are registered through a tablet, and the president of the Electoral Bureau opens the bulletins one by one and reads aloud the first name and name of the voted candidate and shows the bulletin of the present.

The voting ends at 9:00 pm, with the possibility of extending until 23:59 for the voters in a row.

According to the BEC, after the conclusion of the voting and closing the premises of the polling station in the country, the president of the Electoral Bureau will ensure that the computer operator will access, in the application, the closing button of the section, only after the data of the persons who have exercised their voting through the special ballot box and/or after the Data have been validated, voters who vote during Simpv ‘dysfunctionality, but not later than 23:59.

The computer operator will place the tablet in a fixed place, so as to ensure a clearer image on the entire votes counting process and will start the audio-video recording of the voting section. He will take the technical measures necessary to ensure the continuity of the audio-video recording of the operations in the polling station.

The president of the Electoral Bureau of the Voting Section in the country or abroad, in the presence of the other members, counts the votes and opens the ballots one by one; At the opening of each ballot, the president reads the first name and name of the voted candidate and shows the ballot to those present; The open ballots are grouped on the candidates, count and bind separately. All these operations are recorded through the tablet.

Also the president of the electoral bureau of the polling station will take measures so that the audio-video recording of the operations carried out from the conclusion of the voting and until the transmission in the computer system for monitoring the vote and prevention of the illegal vote of the forms of verification of the correlations to argue uninterruptedly, without being obstructed by no person.

At the same time, the president of the Electoral Bureau of the Voting Section in the country organizes the activity of recording the voting results and establishes the tasks that the members of the Electoral Bureau are obliged to carry out within this operation.

In the presence of the members of the Electoral Bureau of the polling station and the other persons who have the right to assist in the voting counting operations and to record the result of the election (candidates or accredited persons), its president performs the following operations:

* checks the state of the seals on the polling polls, seals the ball slot, inserts the stamps with the « voted » in an envelope that is sealed by applying the stamp of the section control.

* cancel the unpaved ballots;

* establishes the number of voters present at the ballot box, by counting the signatures registered on the existing electoral lists, respectively the permanent electoral list, the additional electoral list and the extract on the electoral lists with which the special ballot was moved;

* Designs the voting ballot box and the special ballot box, counts the votes and records the voting results.

In the case of the polling stations organized in administrative-territorial units, in which, at the same date with an election poll for the President of Romania, there are organized partial local elections and/or local referendums, they descend, in turn, all the voting ballot boxes, including the special ballot box, and separates the ballots on the categories, according to the type of poll.

In order to prevent the erroneous record of the votes as a result of the situations in which the voters, from inattention, introduce ballots in another urn other than the specific one to each category, counting the votes will start only after the finalization of the separating of the voting bulletins by categories.

Until the actual counting operation of the votes, the separate bulletins in this way must be placed in such a way as to be classified within the perimeter in which the audio-video recording is performed.

The electoral bureau of the voting section in the country or abroad, with the vote of most its members, may decide to rename the votes, at the request of any member, before the result of the voting in the minutes, according to the BEC.
