Construction inspection sealed the facility of the Carniolan Intergenerational Center

The Municipality of Kranj and the Kranj People’s University were forced to stop the activities of the Intergenerational Center, which took place in the building of the former Blažun Inn. As they announced from the municipality just before the May Day holidays, they must take into account the construction inspection decision. They have complained about it while looking for a replacement location for the activities of the center.

In the fall of 2022, the Construction and Surveying Inspectorate of the Inspectorate of the Republic of Slovenia for Natural Resources and Spatial Planning urged the Municipality of Kranj to submit construction documentation regarding the reconstruction of the hostage of hostages 7, in which the Intergenerational Center has been operating for ten years. The municipality submitted, among other things, to the inspectorate of the Inspectorate of the Republic of Slovenia for Transport, Energy and Spatial Planning of Inspection at this facility of 2014 and the decision of the inspectorate on the suspension of the procedure for the control of the execution of works in the renovation of the facility.

In the latest decision, which was issued earlier this March, the construction inspection is overwhelmed by the purpose of the building and from that concludes that the building does not have a proper building permit. The inspection decision received by the municipality on March 7 stipulates that the municipality must stop the further reconstruction of the Kranj Intergenerational Center and stop using the facility within 30 days. However, it does not envisage the emptying of the facility or restoration to its original state.

IOC considers that the decision is incorrect

On March 21, the Municipality of Kranj filed a complaint with the decision. The municipality is convinced that the inspection decision is incorrect and illegal, since it again decides the same thing that has already been decided. In the appeal, the municipality also claims and proves that there was no need for a building permit for the renovation of the facility and that there was no irregularities in the change of the purpose of the facility. If the municipality is not successful with the appeal, it will ensure that any shortcomings are eliminated, the city administration assured.

Despite the complaint, the municipality was forced to take into account the inspection decision, with the deadline for the termination of the use of the facility, according to the city administration, were unreasonable and unrealistic and interferes with the public interest of the intergenerational center. In accordance with the decision by the end of the inspection procedure or the decision on the appeal in the building, many activities of the Intergenerational Center will not be able to take place, so they are looking for alternative locations for these activities in the municipality.

Director of the People’s University of Kranj Mateja Šmid She explained that on average, the Intergenerational Center prepares more than 140 different events per month. It regrets that the inspection did not recognize the public interest of the intergenerational center and at least set a longer deadline for constipation.

“Nevertheless, we do not throw a rifle in the corn, and with the help of the Municipality of Kranj we are already looking for alternative locations where we can continue our projects, workshops and other activities. Above all, we want our center to be available to users of all generations again as soon as possible, but especially to our elderly, who have really taken it for themselves and means a lot to them, « she stressed.

The Kranj Intergenerational Center came to life in the facility of the former Blažun Inn in 2014. In 2009, the municipality is a facility that was planned for demolition due to the planned construction of the bridge and the new city road. Then, with a 700,000 euros worth of investment, the municipality arranged an intergenerational center. As a result, the former owner of the Blažun Inn has Mirjana Grašič Šircelj She felt drawn in the sale, so she filed a lawsuit against the municipality.
