CEC will establish interaction with the Federal Tax Service to update the voter register

By the end of the year, the Central Election Commission will begin to receive data on voters not from the Ministry of Internal Affairs, but from the federal register of information about the population conducted by the Federal Tax Service. This will allow you to update data in real time, counting in the commission.

By mid -August, the Central Electoral Commission (CEC) intends to establish software interaction with the Federal Tax Service (Federal Tax Service) to update the voter register at the expense of the unified register of the population. To do this, at a meeting on April 23, the commission made changes to its provision on the state voter registration system.

According to the deputy chairman of the CEC Nikolai Bulaev, now the voters register contains information about 117 million Russian citizens, 112 million of which have active suffrage. Electoral commissions receive data about them from several sources, including the Ministry of Internal Affairs, the Federal Penitentiary Service, the registry office and local administrations. This information needs regular clarification: people change passport data, a place of residence, etc. In total, about 18 million such events were recorded over the past year. The complete updating of data in the register occurs once a quarter, and this situation is difficult to recognize satisfactory, Mr. Bulaev stated.

At the same time, from January 2025, the Law on the Unified Federal Information Register containing data on the population from which election commissions could receive information could not be in full, but also online, said the deputy chairman of the CIK.

The exchange will occur through closed communication channels through the system of interagency interaction, for which the Central Election Commission must be established program interaction with the Federal Tax Service. The work is planned to be completed until mid -August, added Mr. Bulaev.

He emphasized that the transformation will be truly “revolutionary” for the electoral system, since it will allow not only to receive information about voters in real time, but also to clarify the data on individual citizens in the “request” mode. This is especially true in a situation where remote electronic voting is used: according to Mr. Bulaev, the number of appeals associated with inaccurate information about voters “goes for thousands”.

“The Unified Register today has, according to our estimates, very reliable information,” said Nikolai Bulaev. “We checked this on the records that were made in relation to the four subjects that became part of Russia (Donetsk and Lugansk People’s Republics, Zaporizhzhya and Kherson regions. « Kommersant ») « . According to him, with the help of the Federal Tax Service, it was possible to clarify more than 600 thousand data and thus “very seriously” actualize the voter register in these regions.

Recall that at the end of February, the CEC updated data on the population, on the basis of which there will be a cut of single -mandate districts to the upcoming elections to the State Duma in 2026. As of January 1, 2025, they turned out to be almost half a million less than in the middle of 2024, and the main abbreviations occurred just at the expense of new regions: citizens who did not have in the passport the registration of the place of residence were excluded from the lists.
