Cameras and Panic buttons will keep schools, educators will be trained in terrorism reaction
The security of BGN 1.230 million will be added to the current 24 of the Ministry of Education and Science. It also includes training from educators for reaction to terrorism and armed attacks at school, as well as cybersecurity lessons.
The National Program includes three modules: « Cybersecurity » (BGN 600 thousand), « Security at school » (BGN 200 thousand) and « Socio-emotional support training » (BGN 400 thousand). Another BGN 30,000 has been set for the promotion of the program through workshops, forums, media and the Internet.
Security at school
The security of the buildings is provided with the provision of alarm system. They will cover the risk zones, including the entrance, output and common parts of the building. There will also be a panic buttons for contact with a security company. The program funding also envisages the construction of a system providing monitoring and recording through exporting CCTV in a specialized center of entrances, exits, common parts of the building, classrooms and cabinets, as well as their adjacent yards and/or playgrounds.

Eight alarm systems and eight monitoring and recording systems will be provided this year by exporting CCTV at a specialized center. Public schools with projects can apply for them. A proposal for alarm system can be up to BGN 3500 with VAT. The upper threshold for the monitoring and recording system through CCTV exported to a specialized center is up to BGN 10,000 with VAT. Cybersecurity
The purpose of the module is to increase digital literacy in terms of cybersecurity and the safe use of the Internet through training to recognize social engineering attacks for both teachers and university professors and students.

By the end of the year, 100 kindergarten and school educators should be trained and an electronic material or a cybersecurity training game should be implemented. It is also envisaged to hold a national forum with a focus secure digital environment for students, teachers and educational institutions.
Force majeure
The third module in the National Program – « Socio -Emotional Support », aims at the preparation of teachers, students and parents for reaction to force majeure events, including natural disasters, epidemics, social conflicts or terrorist threats and dealing with subsequent stress.
The trainings will be conducted by the National Center for improving the qualification of pedagogical specialists (NCCPS). They must include at least 1400 pedagogical specialists and a network of teams in schools should be created to be an anchor point in crisis situations, the text of the program states.
The activities set therein must be completed by December 15, 2025.
