Cadastre or disaster?

Romania at almost 20 years of EU risks remaining the coda of the cadastage of its own territory. In order to solve this, the biggest of ANCPI, in 2015, decided to allocate money for a systematic cadastration process.

This is how they did, the systematic cadastral activity being managed by projects financed by the ROP (Regional Operational Program) 2014-2020, in which ANCPI (National Agency for Cadastre and Real Estate Advertising) had the capacity of applicant, the companies providing cadastral operations were providers, and the UATs (the administrative units and the natural persons).

So far, everything beautiful, only that the allocation of contracts has been achieved as otherwise than Romanian: companies established with dedication, in 2015 and after, they reached the technique of sublicitors to lay hands on hundreds of contracts and hundreds of millions of lei.

For example, Total Business Land SRL (TBL) founded in 2015, based in Alba Iulia, specialized in engineering and technical consulting services. Although it registered a rapid increase, with a turnover of almost 92 million lei in 2023, the company went into insolvency in April 2024, having debts of about 95 million lei. TBL has obtained over 180 contracts with the National Agency for Cadastre and Real Estate Advertising (ANCPI), with values ​​between 300,000 and 2.5 million lei. He also had significant contracts with Transgaz (60 million lei) and CNAIR, as well as with various mayors and public institutions.

The birth of the sea foam of this company, the growth, so, as a beautiful fetus, but also the apparent decay, are closely related to the activity of RMGC in the Alba-Iulia area. Total Business Land SRL (TBL) Associations are only the members of the Board of Directors of the RMGC. Contracts with the state were the heavenly hand, being carried out mainly with ANCPI, and state companies, although, before 2014, the company did not exist in the market for profile services in Romania. Not by chance the « cadastral » Avant from TBL, is, bizarre coincidence, related to the mandate of Laurentiu Blaga, from Alba -ulia and propelled according to the caste that runs Alba 25 years and has grown in parallel with an RMGC and his chicks.

The boys from TBL, with the cadastral and real estate advertising offices, once having the key from the center (ANCPI) started working, as if they were happy « providers », at a price that excluded their competition from the cake matters called the systematic cadastration on the EU and the national budget. They performed tailored: without exits in the field, with the flagrant violation of the legal procedures, the cadastral company, TBL, being the fattest, taking into account that it has obtained over 180 contracts with ANCPI. This is how the « slaughter » started in the communes where they operated. As the measurements had to be made quickly before, the contracts being granted with the ruthless and time running, the works were done or, rather, the maps being drawn, most cases, unrelated to reality.

The case study of this operation can be constituted by two communes from Alba county, the county of the one who sticks posters in the election campaigns-Laurențiu Blaga, the communes of Horea and Lupșa.

At Horea, common with a lot of forest, the stake was the wood and the pasture surfaces for which financing from APIA is received. In Lupșa, the stake was not only the forest and pasture but also the perimeter of the mining Roșia Poieni, 95% on the territory of the commune.

Maps that are not in compliance with reality, neighbors with the tender properties, local tricks that have picked the cadastral fruits, scoring with lands, processes in court, complicit public authorities, interests regarding the richness of the Romania, people who fell sick or went to the eternal ones, here and what to do. Past « cadastrals », chosen on the eyebrow, the chaos established: forests with forests and grazing that no longer belong to them, have not been able to cut their firewood, or cut the one who, after cadastration, holds the axle of the land book, the citizens who have lost a financing. Between the complicit town halls at the disaster, the county OCPIs subordinated to ANCPI, notaries or experts, to recover their land.

In Lupșa, not by chance, that the rare minerals, Cuprumin SA, are still fashionable, which extracts the copper ore and sends it for processing a Chinese company to BOR, in Serbia, « woke up », from cadastration, with a more than double surface, compared to what had in the decrees of the year 1977. It seems, someone is at the eye, preparing the wedding dress of a Romanian company, placing it by systematic cadastration.

This is how Lupșa came to protests from the citizens who beat OCPI-Alba, of the White Prefecture, and later, seeing the complicit attitude, they addressed the court. Lupșenii addressed to the Cluj Court of Appeal, which has a process in which they shout their suffering: they were deprived of their land through the mourning of a rogue cadastration. Not by chance, the only official of the Romanian state, Attila-Zoltán Cseke- Minister of Development, Public Works and Administration, later, said that « it is a difficult and complicated topic because we talk about property. When the same land is cadastrated for more people or disputes, the law says that all will be cut. Situations when two citizens come into dispute due to the fact that the one who did the cadastre work did it badly. ”

Hard for the minister, but a trifle for Mr. Blaga Laurentiu, the one who runs ANCPI, who the day after the minister’s statement, wanted to develop his boss, by announcing the success of the cadastration. The hundreds of communes have fallen prey to the hands of foreign interests of those of their inhabitants, our executions, Lupșa and Horea not being singular.

The « providers », from the contracts with the ANCPI of Mr. Blaga, took money and try to escape as many as possible. TBL, suddenly, after starting the action at the Cluj Court of Appeal and a DNA research, enters the insolvency procedure. In parallel with the TBL insolvency, a new company was set up, Total Business Land Proiect SRL, with a similar activity object and a close shareholding structure, which raises suspicions regarding the transfer of the activity to a « clean » entity.

This is the picture of a robbery by which the country is preyed by obscure interests, foreign to those of Romanians, the conclusion being only one: cadastre = disaster.
