The Constitutional Court of Romania (CCR) registered, on Tuesday, a request to cancel the first tour of the presidential elections on May 4.
« An appeal was registered regarding the annulment of the elections for the position of President of Romania on May 4, » the RCC representatives said on Tuesday.
The request was filed by the candidate for the presidential elections from the New Romania, Sebastian Popescu.
In the application submitted, the candidate Sebastian Constantin Popescu requests the annulment of the result of the presidential elections on May 4, invoking as reasons:
1. Serious violations of democratic principles and equal opportunities in elections
2. Violation of the principle of equal opportunities by discriminating candidates in the media:
– the abusive classification of the candidates in « relevant » and « irrelevant »
-illegal practices of selective promotion through discretionary organized electoral debates with only the 5 « relevant » candidates or with their representatives, but also by broadcasting daily news dedicated exclusively to the 5 candidates, ignoring the others 6.
– Massive promotion of some candidates on certain TV stations
– violation of the obligation of equal allocation of antenna time
3. Handling public opinion through opinion polls and promoting the theory of « useful vote »
4. The manipulation of Romanians through the massive use of artificial comments on the Tiktok platform
« During the election campaign for the presidential elections of May 4, 2025, a coordinated action to influence the voters was observed by bombing the Tiktok users in Romania with repetitive and suspicious comments, exclusively promoting the candidates of Mr. Nicuşor Dan and George Simion. Foryou, over a billion comments, ”says Sebastian Popescu.
According to him, this is a Modus operandi identical to that of 2024 (the case of Călin Georgescu).
« As in the campaign of 2024 – when the CCR admitted the existence of handling practices through automatic comments in favor of a candidate – and in 2025, a similar system was used, but on a much larger scale.
Billions of generic comments (EG, « GS President », « ND11 », « Vot GS », « You convinced me, we vote ») flooded both the « For You » section and the live transmissions followed by the users.
Fake or suspicious accounts: most of these messages have been posted by profiles with very few or zero followers, randomly generated names (combinations of numbers/letters), without profile or organic activity.
Although GEO 1/2025 introduced the obligation of the « electoral label » for the online content (allowing the elimination of non -declared videos), there was no regulation to provide control of automatic comments.
Social platforms (especially Tiktok) were overwhelmed by spam organized in favor of candidates George Simion and Nicuşor Dan, but no authority has intervened.
The psycho-social effect: the bombing with identical messages created a false perception of massive support, influencing the voters to believe that the two candidates were the only majority option.
These practices distorted the electoral competition, offering the candidates George Simion and Nicuşor Dan a dishonest advantage. They deceived public opinion, simulating artificial popularity, ”he said.
« Based on the monitoring reports from the SRI, you will be able to find that two of the 11 presidential candidates, in this case George Simion and Nicuşor Dan, the peak, both also entered the second round, benefited from a preferential treatment on the social-media platforms, similar to the one in the case of Călin Georgescu, which had the effect.
The entire manipulation system that stood behind Călin Georgescu, was transferred to George Simion’s campaign. The « system » did not surrender but regrouped on the go to continue the « struggle » of power.
The « team » of Nicuşor Dan SA « inspired » from the system patented by Călin Georgescu and with external « support » managed an efficient manipulation of the Romanians from the Diaspora, « said Popescu.
He considers that « the equal opportunities of the electoral competitors have been affected, which reflects an alteration of the right to be chosen. » The massive promotion of five candidates has led to the directly proportional reduction of exposure in the traditional media and online media, as well as on the big social platforms, of the other candidates in the electoral process. In this way, the voters were prevented from forming an opinion about all the candidates and were misled about the chances of all 11 electoral competitors, he said.

Sebastian Popescu requested that, if the main request for the cancellation of the elections will not be admitted, the Constitutional Court: to ascertain the vicious character of the presidential elections of May 4, 2025, to establish concrete and obligatory measures for the legislator and for the electoral bodies, in order to guarantee the real equality between all the electoral competitors, including the electoral processes of the involvement of the state actors in the election campaigns, to order the strict regulation of the electoral debates, to order the strict regulation of the publication of the opinion polls during the electoral period, to prohibit the promotion of the « useful vote » as a manipulative practice in the election campaigns.
So far, a court term has not been set. The request could be discussed towards the end of this week.
Gold leader George Simion won the first round of the presidential elections on May 4, the gold candidate obtaining a score of almost 41%, double compared to the independent candidate Nicușor Dan.
Simion obtained more votes than the total of his votes and Călin Georgescu from November 2024.
He wants debates now.
Simion announced on Tuesday that from this moment he is ready to start the electoral debates with his competitor, Nicuşor Dan. The golden leader said he will go to all the media institutions that want to interview him.
