Berisha must resign or convene the DP Assembly where it is written that he is « eternal »

It holds the number 45 in the DP reconciliation statute, approved among the acclaim at the ‘Air Albania’ stadium on December 11, 2021. He talks about the party leader. Says: “If after the announcement of the outcome of the general election for the Assembly, the party does not result in the winning force, the mandate shall end immediately and automatically due to the statute. In this case, the mayor who shall complete his mandate shall not be allowed in the next election for party chairman.

The wording in question was a major change in relation to the previous statute where the departure of the mayor remained in his will even if he loses the elections indefinitely. From this point of view the delegates on the stadium stairs had the right to cheer. It was like a celebration of the new tomorrow with new democratic norms, with equal primary for all candidates, with fraction lectures, with elites circulation and cherry on the cake, with the departure of the mayor in the event of loss.

There was also room for comprehensive humor. The burden on the joke of this format could not fail to fall on the master of work. Who, commenting on Article 46, said: This will be called « Article Basha ». Ovations and laughter were senseless, in fact, as the re -founders had finished work with Basha, they had been fired. But there was an understanding of the outcome of the DP in that year’s election: the departure of the mayor was taxable even if he approached the victory, even if he received a good party’s history as you were forty percent, even if he had remained with the other opposition party, the SMI and Monika Krymadh.

Either victory, or leave! This was the new verdict of re-establishment for the DP leader.

Promises, narratives, beautiful words in politics and not only can they avoid meeting the truth. In the case of the DP Berishist re-establishment, it has already become clear how the beautiful definitions of diversity and factions, what happened to the primary, where the solemn promises of a winning, more united party, which resulted significantly smaller than Lulzim Basha’s paroch, four years ago, ended.

The line is now the meeting with Article 46. From a formal point of view and according to the DP statute, the article is activated after the final announcement of the election results by the CEC. Their district certification is heading towards completion, with very few official complaints from the DP at the institution, as stated by his leader, Ilirjan Celibashi.

The opposition has its duty to collect and complain evidence of irregularities, manipulations and voting sales. It is prescribed that with numerous commissioners and observers in the field, the opposition has collected a considerable number of evidence to complain within the time of law to official action institutions, such as KAS and Electoral College.

The complaint itself is the proof of the evidence collected. Whose authenticity is proven by the arbitrator, third parties. Outside the rehearsals everything remains rhetoric, fixing. However, the opposition may continue the search for evidence even after the burning of the complaint. True evidence always speaks, judged at all times.

From this point of view, Berisha may postpone the implementation of Article 4 of his statute even after the final announcement of the election result by the CEC. Correct, mandatory, it would be to convene the National Assembly that has adopted that statute. To repeal the article of resignation or amended: from « Article Basha » who immediately escaped to « Article Berisha » who never left.

The law is implementation, not formulation, says a well -known sentiment. The story of the DP leadership from Berisha or Basha is filled with cases when this party has violated what he wrote and did what he did not write. If previous cases we add to the primary farce or the violation of Article 46 of the statute in force, it turns out that Berisha re-established the worst tradition of DP unprecedented, which was considered overcome by him in the first decade of this century. But that was re -staged on stage in a bad period for him, when the party needed it at all costs as a shield for its trouble.

This motive of December 2011 is in force, even reinforced with the difficulties that Berisha is facing to break in the US with expensive paid lobbying with the new administration of President Tramp or with the charging litigation. It means that he will never implement Article four with his own hand. I was wrong.
