An important part of the expenditure of all Latvian municipalities for economic activities in 2024 was related to the capital of the State Riga. This is evidenced by the data compiled by the Treasury.

Calculating Riga, Jelgava, Liepaja and Jurmala, it can be seen that more than two -thirds (67.5%) of all municipalities were spent in these four municipalities last year.

When counting per capita, municipalities have the ability to support economic activities with extremely high inequalities. Last year, Riga’s financing for economic activity (517 euros per capita) was 25 times higher than in Madona County (20.7 euros per capita). On average, in Latvia they were 294 euros per capita.

Municipal expenditure for economic activities is largely determined by the scales of companies owned by municipalities and the need to make financial support for these companies, so there are significant differences in expenditure spent on the total amount of municipal expenditure on economic activity.

Latvia’s absolute leader is Riga, where more than a fifth (22%) of all municipal budget expenditure was spent on economic activity in 2024. More than 15% of all municipal budget expenditure spent on economic activities in Liepaja, Cēsis and Jurmala, as well as in Rezekne, Saulkrasti and Jelgava region.
