Bauk transition governments – Personal views
As « Day D » approaches, thus the Bauk transition governments enters more and more fear with the current regime. The students in the blockadi also understood that in their statement that the crossing government is not a matter of student requests, but the matter in the framework of parliamentary competencies, which means authorities and opposition.
Students, high school students, education, lawyers, farmers and citizens, with their transparent, whistle and tractors are looking for justice and require that the competent starts doing their job, ie that unaccountable do not go outside the circle (ultra vires) of their constitutional powers. In February alone, statistics record more than 370 protest gatherings.
The request of the student and citizens under the slogan « we will justice » is a strategic goal whose reality is to determine the full and complete demand to publish complete and accurate documentation and identify actual causes and personal responsibility for tragedy in Novi Sad). Since the competent institutions « do not give signs of life », legitimately Vaninstititioli (on the street) highlighted generally accepted protest requirement, that the solution of the deep social crisis is realized within the framework of existing constitutional and legal frameworks.
Generally accepted Protest Return of Institutions (« Pump ») was originally generated by « non-political » actions of students and citizens for justice. In this context, however, in order to objectively, a sustainable output strategy from the current crisis, existing « non-political in-path », must produce a « inclusive political out-time ». Since student protests are clearly a non-political nature, this out-path is the task of the current opposition. In this process, it is necessary to establish an appropriate mechanism with « political capacity » of mutual interaction of government representatives, from one and political alternative to current usurpine and corrupt regime, on the other. There are several known and applicable options, among other things, dialogue on elective conditions, the round table of government and opposition, etc.
When it comes to going out of a profound institutional, social and moral crisis, however, the most efficient option from student / civic activism (« round table ») to form a transitional government that will implement the source constitutional and legal legitimacy of « i stain » institutions. Students and citizens gave their historical contribution and freed Serbia Serbia, which objectively created the conditions that political opposition begins to deal with what it exists.
In our recent political past, we had a good « reference example » with a successful transition government (eg tripartite transition government after the fall of Milosevic 5. October). The current transitional government would be made on the basis of the agreement of government, opposition and the « third factor » (eg representatives of academic communities and students, unions of education, farmers, lawyers, non-governmental sectors, independent experts, etc.).
What the regime on all voice warns its ranks that « Bauk transition governments circulates Serbia », only confirms that the very top of the regime has lost realistic perception of the situation in the country. If she was a mind, the regime himself would like it. The current regimen apparently previously failed not only in operational, but also in strategic crisis management, because « it » worked « in what they least wants: they lost trust and consolidated citizens throughout Serbia.
Fleeing the obvious reality, the mode of regime hydras seems to move into the wrong train, so each next stop is increasingly away from the destination and survival in power. The hardest defeat experienced the very top of this political-corrupt pyramid message that « was not competent ».
The moment, when successful non-political student requirements and civil protests will achieve successful communication with relevant political entities and create objective assumptions in response to a general institutional crisis of trust, which the regime itself has generated itself. The message about the « unattended institution » already gives the first results: Many news agencies report that students and peaceful protests took « media primacy » (looking and state flag).
In this context, « Student Edict » was declared 1. Marta: We, Students and Free Citizens of Serbia, collected in Nis (…), has all the values of civil liberties declaration, and even elements of the Constitutional Convention. And editors of radio television of Serbia, publicly focused from the previous servile role of public service regime.
Thus, protests are open main political perspectives that go in the direction of achieving « social agreement » on the transitional procedure of a peaceful transition from hybrid to democratic model. Two possible options are, one of which is « optional », and the other « mandatory ». Optional (and desirable) implies the so-called. Round table of interested (regime, opposition and « third » side).
The transitional government, ie some modality, is mandatory. For the regime, the transition government is « BAUK », not only to organize extended and fair elections, but also to provide a successful output strategy (with lustration and appropriate processing responsible) from an existing crisis, the way out that mode cannot accomplish.
