Avtodor raised from drivers last year more than 120 billion rubles.
Revenues of Avtodora from the collection of fares increased in 2024 by 50%, exceeding the bar of 120 billion rubles. The state -owned company explains this by putting into the operation of new sections and an increase in the popularity of paid roads among motorists. Further growth of fees depends primarily on tariffs, the expert believes, as well as on how intensively the authorities will fight non -payers.
“Kommersant” drew attention to the published annual financial statements of Avtodor for 2024. The income of the state -owned company from levying travel fees increased over a year from 80.2 billion to 121.8 billion rubles. (+50%). Compared to 2022–2023, the dynamics of the fee has accelerated (then the increase amounted to 44% and 36.5%, respectively). Initially, Avtodor planned to collect 105 billion rubles in 2024, in fact it came out 16% more.
Subsidies of the federal budget for road management located in the Avtodor management increased from 35.3 billion to 89.5 billion rubles, subsidies for construction and reconstruction – from 85.8 billion to 100.6 billion rubles. Road management expenses increased from 95.2 billion to 127 billion rubles, for construction and reconstruction – decreased from 581 billion to 259 billion rubles. (227 billion rubles. Of these, M-12 was spent on the construction of the M-12 highway).
The Avtodor State Field was formed in 2009. In its administration there are more than 5 thousand km of roads (M-3, M-4, A-107, M-11, M-12C, CCAD and others), of which 3 thousand km of roads are operated in paid mode.
The growth of income in Avtodor is explained, in particular, the growing demand for high -speed paid roads: according to the results of 2024, the intensity of traffic on them increased by 30% compared to 2023 (almost 400 million driveways were recorded in total). The state-owned company also recalls the opening at the end of 2023 traffic along the M-12 highway from Moscow to Kazan (in fact it was actively used last year).
In July 2024, a clock of Tver on the M-11 was also launched. “Road infrastructure is also developing. Over the past year alone, 11 new MFZs were opened (multifunctional zones, including refueling, cafe, toilet, parking, etc. – « Kommersant ») on the M-11, M-12, TsKAD, as well as the first hotel at the 423rd KM M-11 in the Novgorod region,-they say at Avtodor. “All this also stimulates the growth of the popularity of auto tutorism and increase in traffic.” Recall that in April 2024, tariffs in the paid areas of Avtodor were increased: indexation amounted to an average of 8%, but in certain sections prices increased by 15–25%.
The state -owned company reminded that the income from the fee of fees is directed to the maintenance and repair of roads, the safety of movement and the return of the attracted investments (FNB, bonds and money of investors).
In 2010–2024, Avtodor attracted about 1 trillion rubles to the construction. investment.
Recall that at the end of 2024 a new highway was opened from Krasnodar to Taman, as well as the rounds of cities in Tatarstan and Bashkiria: they will be transferred to the Avtodor management, travel along these routes will be paid (the deadlines are unknown). In June 2025, it was expected to open another paid section of the M-12-Dyurtyuli-Achit (will be held in Bashkiria, Perm Territory and the Sverdlovsk Region). The state -owned company also approved the program of activity until 2030, where the income from the fee planned for the next five years has already been registered. The total amount is more than 1 trillion rubles, of which 415 billion rubles. They want to collect on the M-4, 284 billion rubles-on M-12, 146 billion rubles-on M-11. It is expected that the length of paid roads by 2030 will grow to 5.7 thousand km.
In the reports, Avtodor writes that he discusses with Rosavtodor, what free roads can be transferred to the trust management of the state-owned company for paid operation (as was done in due time with the M-3 and M-4).
Unpressed factors can be affected by the fee, according to Maxim Kadakov, editor -in -chief of the magazine Drive. “A characteristic example is the M-4 highway, which in 2022 gave half of all fees because air travel was closed, the people rushed south by cars,” the expert recalls. “And what if the planes suddenly begin to fly before the start of the summer season?” Traffic on M-4 at least will not grow then. ”
At the same time, in his opinion, if the state -owned company decides to increase tariffs, then this will greatly affect the training camp in 2025 and subsequent years. In an interview with Kommersant In September 2024, Vyacheslav Petushenko announced the absence of plans to change tariffs, but allowed them to be a “point” increase. Mr. Kadakov also recalls the Ministry of Transport of the Ministry of Transport to increase fines for non -payment of travel from 1.5 thousand to 10 thousand rubles. (Kommersant reported about him on October 10, 2024): if he is accepted, the sanctions will be increased, and this will also affect the fees.
Recall that in addition to the federal roads of Avtodor, regional paid routes are built and launched in the constituent entities of the Federation: in Moscow-Bagration Avenue and MSD, in the Moscow Region-Mytishchi Horda and the Yuzhnolytkarinsky highway, in St. Petersburg-the western high-speed diameter and the latitudinal highway of the high-speed movement.
