Last summer event caused a storm among Klaipeda residents. After the news spread that the child had fallen out of the attraction, many people attacked the Czech accusations of the Octopus.

Law enforcement thoroughly clarified the circumstances of the incident, and the prosecutor even led the pre -trial investigation.

However, the cause of the stir that caused the story was revealed when his granddaughter’s grandfather himself admitted to raising the partition too early, which led to a toddler.

However, after this incident, more incredible circumstances were revealed – the owners of the facilities have not yet been required to submit any documents proving the safety of the city to the city municipality.

There were also questions about the income received for this entertainment activity.

And due to the large number of such devices, the organizers of the Sea Festival have to turn their heads on the place they occupy and the sound emitted.

Register of dangerous equipment

Davidas Petrolevičius, Head of the Licenses and Permissions Division of Klaipeda Municipality, admitted that the owners of the amusements do not even have to have ownership documents for the performance of the permit.

« This is not binding on current procedures. The security provider is responsible for the security of the equipment. The security and property aspects are regulated by national legislation, » said D. Petrolevičius.

However, after the events of last summer, when it became clear that the attraction in which the disaster occurred was produced in 2002, the pre -trial prosecutor Kristina Pralgauskienė then asked – why not register the attractions in the register of hazardous devices?

« In my opinion, it is a danger that is a risk, but it was not registered in the register, » the prosecutor noted.

However, the activity owner from the Czech Republic had permits for activities.

For the Sea Fest

Last year, the municipality issued 45 editions of amusement activities throughout the summer season.

However, entrepreneurs who earned the attractions did not fill the budget for the organization of the Sea Festival.

The celebration itself is held only from the money that the public institution Klaipeda Holidays collects during the fair.

We do not get anything from the amusement activities.

« We do not get any injections from the budget for this. All Sea Festival events are organized from the funds collected from the trade permit at the fair. The extra money is only the funds allocated by sponsors.

The territory of the Cruise Ship Terminal, where there were attractions, also belongs to private owners, not just the municipality.

« We have been thinking about how to create the procedures regulating the appearance of such devices during the celebration. People think we brought them and built them, ”said Putniene.

Before the event is a conflict

It turns out that the « octopus » conflict arose immediately after the construction was started.

« When we saw those sizes, we had a lot of questions. A few days before last year’s Sea Festival for the Cruise Ship Terminal attractions, and exactly what the incident happened, the then head of the institution wrote a letter with a claim that we were contradicted to such an attraction. Ž. Putniene.

The organizers also had any questions about the sound of these devices, and in one place, the high concentration of attractions appeared, the Klaipeda residents even complained that they had not heard the concert during the noise.

« We have repeatedly asked for music when big concerts are taking place. I do not know what methods should curb or limit the operation of such devices. We turn our heads on the place of organization of this year’s events and we are looking for a separate area for attractions, » said Ž. Putniene.

This summer, the excavated places of the Rebirth Square, where the festival events can be organized, will be even less.

« Understandably, entertainers need to have something to offer first, and we don’t really have suggestions. We are not yet publicly sharing the thoughts on what decisions we are thinking about at this time. Putniene.

Spinning the business?

There were also questions about the procedure that describes how their landlords receive places in the city territory.

Behind the scenes of this business, it was said that there are several entrepreneurs in other cities, not only in Klaipeda, but also in other cities, who are able to obtain permits for amusement activities and then transfer these places to foreigners.

One can only speculate whether the transfer of permits for money is going on here?

D. Petrolevičius, Head of the Licenses and Permissions Division of Klaipeda Municipality, assured that during the Sea Festival the permits of such services are issued by Klaipeda Holidays in accordance with its established procedures.

“The public institution“ Klaipeda Holidays ”provides administrative services during the Sea Festival according to the decision of the City Municipal Council – it collects the toll and issues permits. The permits are signed by a representative of the Licenses and Permissions Division of Klaipėda Municipality, ”explained Ž. Putnienė.

The interim manager admitted that all this administrative work is only time -consuming, but the event organizers do not get the benefits.

« All service providers are accepted until the intended service location is completed. However, all these rates apply only to the land owned by Klaipeda Municipality. But when the attraction stands in a private area, we do not receive a penny, » admitted Ž. Putniene.

Information that several entrepreneurs may receive additional income for providing permitting permitting on private and even state land, Ž. Putniene said she had no.

She explained that the activities of the amusement are a specific issue and security here should be in the first place.

« The second question is about the right area. All of this needs to be thought. The most painful is that the attractions in the private territory were news to the Sea Festival organizers. No one has coordinated with us. We even consider whether to change the main place of concert activities, » admitted Ž. Putniene.

Requirements are needed

The rules approved by the municipality for amusement activities state that attractions cannot be designed and built in parking lots, entrances, pedestrian, bicycle, passage paths, green areas, bridges, viaducts, street intersections (except trade and service during holidays, mass events) and municipal administration

Their aesthetic appearance must fit into the overall image of the existing architectural complex.

When applying for permission to submit the permit, the seats and the facilities of the device must be submitted.

« The plan of the area or land plot where the activities will be carried out, the adjacent plan and the place of performance of the activity, the overall image and visualization, the forms with the specified dimensions. The solutions must be signed by the applicant and coordinate with the landowners, tenants or users.

Klaipeda Municipality has prices for business activities engaged in activities:

Up to 50 sq. M. m – 13 euros for 1 sq. M. m;

51 to 100 sq. M. m – 10 euros per sq. M. m;

101 to 200 sq. M. m – 7 euros per 1 sq. m. m;

201 to 400 sq. M. m – 4.5 euro per sq. M. m;

Between 401 and 10 thousand. sq.m. m – 3.5 euro per sq. M. m;

From 10 thousand. – 3 euros per 1 sq. M. m.
