In Moscow, on April 22, the second All -Russian Municipal Forum “The Little Homeland is the power of Russia” ended. One of his key panel sessions was devoted to the role of local deputies in protecting the interests of residents. As it turned out during the discussion, the organizers do not see the fundamental difference between the Mund and United Russia.

Opening the meeting, the secretary of the General Council of United Russia (EP) Vladimir Yakushev first spoke in his second hypostasis – as the first deputy chairman of the Federation Council. He told the audience that “active and rapid” development occurs only in those constituent entities of the Russian Federation where “the policy of interaction with municipalities is built correctly”. For this, it is necessary to avoid dividing the authorities into regional and municipal components, the senator indicated: « The team must be unified. »

Then, in Mr. Yakushev, the party man spoke, and he recalled that the year 2024 devoted to the primary departments, and the 2025th municipal deputies.

“The country is based on municipalities, and the party is based on its“ primary ”. Because it is the primary departments that provide contact with the people with whom we work. And, of course, with those people who then cast their votes for the United Russia party, ”built a unicorn in a logical connection.

Note that in the EP, according to her own data, there are 170 thousand municipal deputies, but the representative power in the field is not limited to them. For example, about 8.5 thousand municipalities were elected from the Communist Party, and many deputies are non -partisan. In total, in Russia there are about 200 thousand mundops.

Vladimir Yakushev, meanwhile, continued to talk about party affairs. In particular, he spoke about the “folk program” of the EP, which is “in formal indicators” by 80%. “But twenty percent is not executed,” admitted the secretary of the General Council of EP.

After that, Mr. Yakushev again returned to his parliamentary hypostasis to complain to the low quality of the legislative work of regional deputies, who almost do not respond to federal initiatives. “We adopt bills that directly concern the powers of subjects and municipalities, having five, six, maximum ten reviews. This is not worthless, ”the first vice speaker of the SF labored. In his opinion, if it comes to “how life should be arranged on Earth”, then the number of reviews should reach 89 (by the number of constituent entities of the Russian Federation): “Then you will not be surprised when this law comes to places.”

The speakers who performed followed all the Russians, so organically continued to develop the thoughts of their party boss.

For example, the head of the Novopavlovsk rural settlement of the Krasnodar Territory Larisa Sklyarova told how, with the support of deputies from the EP in the Little Farm, sports and skate sites appeared and « now, young people are rolled on rollers, skateites, and joy has no limit. » Member of Evgeny Chintsov, who six months ago headed the City Duma of Nizhny Novgorod (See “Kommersant” dated September 26, 2024), shared ideas for supporting veterans (for example, on creating a network of free sports clubs for them). And Vladimir Yakushev immediately remembered that of the 320 participants of Sv, who last year nominated at different levels from EP and won, 16 people « decided to go back and handed over the mandates. » Nevertheless, in 2025, EP has even more ambitious plans, the Secretary of the General Council added: « Definitely the number of winners this year will be greater than in the previous one. » He urged United Russia to act as mentors for future candidates, so that they « conduct a qualitatively and competently election campaign. »

Developing the theme of Sv, the speaker of the City Duma of Yekaterinburg Anna Gurary spoke about the party project “Heat for the Hero”, who expressed schoolchildren to send letters to the front line. And the speaker of the City Duma of Ulyanovsk Ilya Khobichkin, chatting a given topic, spoke about the benefits of combining the posts of the “primary” secretary EP and the head of territorial public self -government, explaining that it is easier to apply for participation in federal competitions: “When there are not enough financial resources, it is necessary to include organizational resource.”
