Today, an infochas in Riigikogu discussed a prison rental agreement between Estonia and Sweden, including the issue of reducing the risks associated with the placement of foreign prisoners in Estonia, the Riigikogu press service reports.
Answering the questions of the deputies, Prime Minister Kristen Mikhal said that the government will make a decision regarding the Tartusky prison rental agreement in a week. Then the parliaments of Estonia and Sweden will also have to make their decision. According to him, all expenses associated with foreign prisoners will cover Sweden. Estonian taxpayers will not pay the maintenance of prisoners.
“What does prison rental mean to the Tartu region and its inhabitants? This means that 160 existing jobs will be preserved and at least 250 new ones are created. Employees of penitentiary institutions will undergo training in working with new target groups. The prison service, of course, will continue to contribute to the strengthening of local crisis potential and internal security, ”Mikhal said, adding that in this way there will be more internal security specialists in the Tartu region.
According to Michal, residents of Estonia understand that it makes no sense to pay for the content of the empty prison building, and are aware of the need to strengthen internal security. He also noted that prisoners will come from Sweden to Tartuskaya prison, serve a term there, then leave Estonia and free themselves in Sweden, and not here.
According to the Prime Minister, the competent authorities of Estonia deal with the issues of risk assessment and their reduction. “I completely trust the security department and the police department and the border guard,” he assured, adding that both departments as partners of the prison service would also participate in decision -making on the reception of prisoners.
In the infochas, questions regarding the lease of prison agreement were asked by Urmas Reinsalu and Martin Helme. At the beginning of the plenary session on Wednesday, deputies from the factions of the Conservative People’s Party of Estonia, ISAMAA, the Center Party of Estonia and the Social Democratic Party of Estonia, as well as non-confection, submitted a demand to declare a vote of no confidence to the Minister of Justice and Digital Technologies of Liisa Pastost in connection with the aforementioned agreement.
