Today, at an open meeting, the special commission of Riigikogu to combat corruption will discuss the reliability and transparency of the electronic elections, the press service of Riigikogu reports.

According to the chairman of the commission Anastasia Kovalenko-Kylvart, to ensure the reliability of the elections, each stage should be under control and succumb to control, but in practice this is impossible. “The Cybersecurity Commission of the Estonian Academy of Sciences said that it is impossible to check all the stages of electronic elections. If certain critically important stages are left without verification, this may affect the election results, ”she said. The chairman also indicated the absence of a sufficiently detailed guide to conduct an audit and a report on technical audit.

“Without them, it is impossible to be sure that all stages are to be verified. For example, the auditor is not obliged to check the integrity and authenticity of the software used to create a key and process ballots. At the moment, the auditor trusts the software presented to him for verification, but does not conduct an independent check of the software itself. Much depends on the thoroughness and competence of the auditor, ”she noted, and added that in 2023 the OSCE also pointed out the risk of election manipulations, since a critically important stage was tested, during which the voices were removed as a result of re -voting on the Internet or at the polling station.

The leading researcher at Taltech Ago Samon, representative of Mtü Ausad Valimized Trader, head of the State Elections Service Arne Koitmyae and adviser to the Cybersecurity Commission of the Estonian Academy of Sciences, Dan Bogdanov, were invited to the meeting.
