Aquality with the participation of electric scooters in 2024 increased by 42.8%

The accident rate with the participation of personal mobility (SI) in 2024 increased by 42.8%, the number of dead – by 25.6%. 65% of the incidents occurred with the participation of kikshering scooters, the Ministry of Internal Affairs testify. The authorities would like to reduce the accident rate by changing the legislation: they promise the appropriate amendments to the SDA and in the Code of Administrative Offenses since 2024. But the development of these documents, apparently, is still delayed.

Fresh data with the participation of SIM on April 1 was published by Dmitry Mitroshin, director of the Road Traffic Safety Center (NC BDD), speaking at hearings in the Moscow City Duma. The BDD NC is part of the state traffic inspectorate: the center accumulates accidental data with electric scooters throughout the country and regularly publishes them.

In total, 4.42 thousand accidents (+42.8%) were recorded in a year, as a result of which 54 people were killed (+25.6%), including 6 children.

Thus, the increase in accident rate slowed down. Recall that according to the results of 2023, the number of accidents with Sim increased by 229.4%, who died in them – by 126.3%.

Most of the accident with the participation of electric scooters was registered in Moscow (1.32 thousand), the Krasnoyarsk Territory (406), the Nizhny Novgorod region (234), the Krasnodar Territory (202), St. Petersburg (202), Tyumen (162), Sverdlovsk (129) and Samara (104) regions. In 65.5% of the accidents, electric scapes belonged to the kikshering offices – over the year this share increased by 14 p.

The new data on accident rate are made public against the background of discussions on how to change the legislation to reduce the number of accidents. The authorities are now preparing several documents for further Sim reform. The main one is a package of amendments to the traffic rules. Their first version was presented by the Ministry of Transport back in September 2024, but then the document was withdrawn. At the end of March of this year, amendments were discussed at a meeting in the Government of the Russian Federation, after which they were again sent for revision. Among the proposals discussed: a ban on the sim on pedestrian paths, an increase in the minimum age of admission to skiing from 14 to 16 years, the obligation to put on a helmet, etc. What exactly will be included in the final project is unknown. The document after refinement and approvals should be published on regulation.gov.ru and pass public discussion. When this happens, it is not clear.

At the same time, in the State Duma there are amendments to the Code of Administrative Offenses (among the authors – Senator Artem Sheikin), raising from 1.5 thousand to 30 thousand rubles. Fines for users of SIs that violate the rules: in the first reading they were adopted in the summer of 2024 and are now being finalized for the second. Their further content, according to Kommersant, depends on what will be included in the new rules.

In parallel with this, there is an instruction of the State Duma speaker Vyacheslav Volodin on the development of another bill, which will take into account the proposals of the TFR (including introduce electric scooters for drivers with a capacity of up to 250 watts, a separate category of drivers of rights of M1 rights, and everything that is more powerful to be considered mopeds).

Such a document, according to Kommersant, is prepared by the Duma transport committee and will soon be entered into the State Duma. The Russian traffic police prepares its documents in which citizens will be obliged to register Sim and receive numbers by analogy with the registration of a car in the traffic police.

The kikshering season, we recall, has already started in many cities, including in Moscow, the Moscow Region, Yekaterinburg. The head of the traffic police in Moscow, Alexander Bykov, speaking in the Moscow City Duma, said that 23 accidents with electric scooters had already occurred in the capital, on March 26 in the Orenburg region, a 13-year-old schoolboy driving a scooter (his parents gave him a gadget for his birthday) crashed into a car and died on the spot. The traffic police in the Voronezh region previously detained a man who was driving on an electric scooter in his native village in a state of intoxication: the alcohol level in his blood was ten times higher than the permitted one.
