Apartment house associations haven't proved possible?
Currently, almost 5 thousand. 50 % of the apartment building communities operating in Lithuania hires professional home care companies.
Experts, closely familiar with the activities of the communities, believe that the hope that apartment dwellers will be actively involved in the management of joint property have failed.
Enthusiasts of communities, enthusiastic, eventually realize that they lack competence, and other communities do not have those who want to do many hours of work without pay. In other communities where the chairman and the board elected by the population begin to abuse the government entrusted to them, the inhabitants become angry to the level that they stop greeting. Residents who have different interests and do not find a consensus come together and initiate the termination of the community.
According to the Center of Registers, 2023 46 apartment owners' associations were registered from the Register of Legal Entities, 2024. – 56. Currently, a total of 4.9 thousand are registered in the Register of Legal Entities. apartment building associations. There are about 41 thousand apartment buildings in Lithuania, of which about 35 thousand. built before 1993
The Center of Registers says that in recent years, legal entities (including the community) have been deregistered because they have not renewed themselves for a long time or have been late for a year to submit an annual financial report.
« It is true that the community is not required to submit annual reports, so the reasons for their deregistration are the data of unnamed data in the Register of Legal Entities for more than 5 years. Of course, there may be cases where the community is being liquidated by decision of its members, » Alfa.lt Mindaugas Samkus, a spokesman for the Center of Registers, said.
Sigitas Čirba, President of the Association of Vilnius City Apartment Houses and Other Buildings Administrators, believes that the liquidation of apartment owners' associations has become a trend, as many of them are unable to cope with the burden of home administration.
It is not economically viable
S. Čirbas listed many causes leading to the liquidation of the community. For example, the chairman sells an apartment and gets up elsewhere. When he has resigned, there are no who willing to hold this position, the community is liquidated and the administrator is appointed by the municipality. It is often the case that the chairman of the community simply dies and the residents of the house do not find the substitute.
« It happens that the Community has not been engaged in activities for many years, and after the adoption of the law, they had to re -register the Articles of Association of the Community within five years.
However, the most common option, according to S. Čirba, when the chairman elected by the population starts enthusiastically, but later sees that he is unable to do the job and that he is lacking in competence.
« The chairman of the community is not only an honor but also a great responsibility. Enthusiasm fades over time and no longer wants to work for free. He asks the members of the community to pay salary or resign. This is a very common thing, especially if the community operates in a small apartment building up to 60 apartments.

S. Čirba noted that some presidents acquire the necessary competence to form contracts with services, organize repair and renovation or manage their daily apartment building, but they have another problem – they simply do not.
« A young chairman is unable to do all the work. Let's understand that the house needs to be dedicated every day. We need to deal with the problems of residents and deal with construction matters.
Often the population's own dissatisfaction is received, and each complaint must be examined and the answer is within the specified time limit. In practice, the chairman of the normal community must work for half a day for community affairs. People who work are losing enthusiasm because they see that the activity has a lot of their precious time, ”the expert said.

Meeting that he does not speak
Occasionally, when the affairs of the apartment building are being managed by the chairman of the population and the board of several people, the decisions they make are so angered by the rest of the inhabitants that their neighbors stop greeting. Often, a real war is close among the inhabitants.
« Yes, very often it happens, » smiled S. Čirba. « I often joke that a good chairman who doesn't work and ask for money from the population. But that goodness can last for half a year or short. But it's time to do the necessary work: replacing the pipes, painting the walls. uncertainty. ”
The owners of the apartment very often suspect the chairman of the community in selfish, dishonest activities. « The apartment owners always have suspicions, » the expert smiled. « But the less the chairman informs the population, the more chances they have to carry out such (dishonest – ed.) Activities. But if the board of 4-5 persons, At prices and the decision of the chairman to choose a particular company, not another that would suppose to do the work much cheaper. ”
Communities did not work
S. Čirba believes that legislators, having established apartment building associations, were too much expected from the residents that they would be active managers and supervisors of their joint property. According to him, the activity of the population is practically the same, regardless of whether the community is established in the house or its maintenance is carried out by the administrator.
« The legislature should consider another concept, 25 years after the entry into force of the Civil Code. The form of community governance should be as a community. Its function should be advisory and apartment building maintenance should be carried out on a contractual basis.
In this case, according to the expert, the community would not interfere and decide whether the pipes need to be replaced, which would be decided by a professional administrator. « The house supervised by a company would tell the community that your house needs to be replaced by a roof and the fifth floor residents complain that water is getting heavy. – considered S. Chirba.
He said that even half of the nearly 5,000 people are currently. In Lithuania, apartment building associations hire professional home care companies. Others are mostly led by chairmen who have a certificate of heat, electrician, engineer, ie professionals themselves, as legislation provides that these systems must be supervised by certified professionals. If the chairman does not have such competence, the community shall hire an employee for whom the money raised from the community is paid.
Worked as a full -time chairman
Professional engineer Juozas Pukanasi, who had been leading a 28 -year -old community in Vilnius for 28 years in Vilnius, said that the authorities had previously sought to destroy communities in small apartment buildings to take over them to be taken over by apartment administrators.
« When the community is formed in one apartment building, it costs very expensive to hire an accountant, pay a salary to the chairman. Then such community cannot function normally, » – » Alfa.lt said Mr Pukanasi.
In addition, some presidents, he says, are a little dishonest, use public procurement to make money. As a result, residents are dismissing and hiring the house to maintain a professional administration company.
« Personally, I think that the community is an advantage because the population is handling themselves. But the chairman must be a local resident, not hired, as often as usual. I now have an apartment elsewhere, so I hired the chairman who behaves unfairly, looks only at their own interests.
Mr Pukanasi, who is now 72, has left the chairman's work because he is tired. « As far as a person can work. I worked as chairman in that community for 28 years. When I left, residents persuaded me to stay, choose what I want, but said no, I can't work, » the man said.
Mr Pukanasi worked as a full -time position of the chairman of the community and received 1.5 thousand. in hand. « So much paid because there were 1.5 thousand apartment owners in the community, » he explained.
Mr Pukanasi was appreciated by the fact that he had certificates of heat sector, electrician, engineer. « If there is no employee, I drive and do it because I know everything. I can regulate heating and something else. And sometimes, a young person comes to the chairmen who have no green understanding, or some fallen old man, who has a lot of free time but nothing is about the farm or construction. A total tragedy, ”he lamented.
