Apartment community no longer manages: asks for help
The former chairman of the community left a lot of work to Vaid. I had to rescue an apartment building in an emergency condition.
« There was a problem with the fact that the rainwater was running to the garages, parking spaces under the house, and the problem for a number of years, » said Vaidas Virbukas, chairman of the community.
The water also flowed through the roof, so often flooded apartments. Former chairmen were not enough to solve the problems for 15 years, and Vaid was enough for 2 years. Residents supported the repair, but the chairman also received complaints.

« As a rule, if a person lives on the third floor, it is not relevant to him or her roof repair or foundation waterproofing repair, » Virbuk said.
According to experts, the necessary work in the apartment building only after many years shows that the model of the Communities did not work.
« The management system has fundamentally lost its original municipal idea, and the growing bureaucracy and responsibility further discourages potential candidates, » explained Rolandas Klimavičius, President of the Association of Vilnius Apartment House Owners Association.
Dozens of home communities are being liquidated each year, and last year alone, 56 chairmen are often inactive or imitated.
« Out of 5,000 registered, we have about 600 for which we have already started the liquidation procedure, » said Mindaugas Samkus, a representative of the Center of Registers.

Currently, almost 5 thousand. The part of the apartment building communities operating in Lithuania hires professional companies.
« For professionalism, work, organization, reasons for searching, failure, failure and everything else, the whole head is the higher administering companies because they work there for experts in their field, » said Sigitas Čirba, president of the Vilnius Apartment Administrators Association.
According to S. Čirba, it is not surprising that apartment buildings are supervised by communities in the worst condition. The presidents simply do not deal with the plethora of work, and the reward does not seduce – some work for just a couple of hundred euros, so the motivation disappears.
The Ministry of the Environment speaks the opposite. Says that there are many exemplary communities, so it all depends on the involvement of the community and the population.
« There may be no law and apathy of existing owners. Just if people do not understand and do not want to manage. There should be a very cardinal law that would oblige them to do so, » said Kastytis Žuromskas, Vice -Minister of the Environment.

However, some presidents criticize the majority of the voting system. There is motivation to work, but the road is prevented by the population. According to Vaidas, the absurd thing is that the meeting often requires even simple descriptions of objects.
« We have to shout the meeting, wait for 14 days. The first meeting does not take place, then the second meeting is published, all the facts of the meeting are documented and this is a huge problem because there are many bureaucracy, » the community chairman said.
The ministry does not promise to give up the majority of voting. The Vice -Minister states that decisions cannot be made without the consent of the residents.
« We are already violating people’s rights here. Just these are delicate questions that touch a lot of money and the interests of other owners, » said Žuromskas.
Some experts suggest changing the model of the communities – its function could be advisory and professional companies would take work. This, as it says, would help solve the problem of old apartment buildings faster.
The ministry plans to review the draft law on communities in the past Seimas in the near future and will meet with communities and social partners.
« If we actually see and there are suggestions that there are situations where it is difficult for the chairmen of bureaucratic decisions or documents, we will definitely consider and make it, » said the Vice -Minister of the Environment.
There are about 40 thousand apartment buildings in Lithuania and 35 thousand. They were built until 1993.
